JOINT MEETING OF THE <br />WINDWARD AND LEEWARD PLANNING COMMISSIONS <br />COUNTY OF HAWAII <br />MINUTES <br />October 30, 2017 <br />The County of Hawaii Windward and Leeward Planning Commissions met in joint session at <br />9:35 a.m. on October 30, 2017. The Windward Planning Commission convened at the Hawaii <br />County Building, Council Chambers, 25 Aupuni Street, Hilo, Hawaii, and the Leeward Planning <br />Commission convened at the West Hawaii Civic Center, Council Chambers, Building A, <br />74-5044 Ane Keohokalole Highway, Kailua-Kona, Hawaii. Chairman Gregory Henkel presided <br />over the meeting. <br />WINDWARD COMMISSIONERS PRESENT: Joseph Clarkson, Donn Dela Cruz, Gregory <br />Henkel, Donald Ikeda, Myles Miyasato (to 2:30 p.m.), and Thomas Raffipiy. <br />LEEWARD COMMISSIONERS PRESENT: Collin Kaholo, Scott Church, Perry Kealoha, <br />Barbara Nobriga (to 2:30 p.m.), Oliver "Sonny" Shimaoka (to 2:30 p.m.), Nancy Carr Smith, and <br />Keith F. Unger. <br />ALSO PRESENT IN HILO: Michael Yee (Planning Director), Daryn Arai (Deputy Planning <br />Director, to 2:00 p.m.), Amy Self (Deputy Corporation Counsel for the Planning Director), Malia <br />Ho Hall (Deputy Corporation Counsel for the Windward and Leeward Planning Commissions), <br />Jeff Darrow (Planning Program Manager), Maija Jackson (Planner), and Sarah Hata-Finley <br />(Windward Commission Secretary). <br />ALSO PRESENT IN KONA: Christian Kay (Planner), Shancy Watanabe (Planner), and Noriko <br />Sauer (Leeward Commission Secretary). <br />A quorum was present. There were approximately seven people from the public in Hilo and ten <br />people from the public in Kona. <br />STATEMENTS FROM THE PUBLIC — No statements were presented under this section of the <br />agenda. <br />Review and action of proposed amendments to Planning Commission Rule No. 9 regarding the <br />Special Management Area (SMA) in response to Act 153, which amended Chapter 205A, <br />Hawaii Revised Statutes regarding the Special Management Area. These proposed amendments <br />seek to exempt the State Division of Boating and Ocean from any SMA permit, amend the <br />definition of single-family dwelling as an exempt class of action, and increase the valuation of <br />improvements that could be considered exempt from the SMA requirements. Additional <br />amendments offered include language regarding retroactive approvals and determinations and <br />clarification of authorities, establishing a filing fee for SMA assessment applications and <br />defining its standard acceptance, review and action timeframes, clarifying the short form <br />Page 1 of2 <br />Joint Planning Commission Meeting <br />October 30, 2017 Minutes <br />
