MINUTES
December 7, 2017
The Windward Planning Commission met in regular session at 9:00 a.m. in the County of
Hawaii, Aupuni Center Conference Room, 101 Pauahi Street, Hilo, Hawaii, with Chairman
Gregory Henkel presiding.
COMMISSIONERS PRESENT: Joseph Clarkson, Gregory Henkel, Donald Ikeda, and Myles
Miyasato.
ABSENT & EXCUSED: Donn Dela Cruz and Thomas Raffipiy.
ALSO PRESENT: Michael Yee (Planning Director), Malia Ho Hall (Deputy Corporation
Counsel for the Windward Planning Commission), Jeff Darrow (Planning Program Manager),
Maija Jackson (Planner), Christian Kay (Planner), Shancy Watanabe (Planner), and Sarah
Hata-Finley (Commission Secretary).
A quorum was present. Chairman Henkel introduced Windward Planning Commissioners and
staff to members of the public and went over the procedures for public testimony.
STATEMENTS FROM THE PUBLIC — No statements were presented under this section of the
agenda.
1. APPLICANT: JEFFREY D. PRIMACK (SPP 17-000194)
Application for a Special Permit to legitimize the operation of a Qigong/wellness retreat,
including overnight accommodations for up to twelve guests and the development of a
certified kitchen on an approximately 15 -acre portion of a larger 98 -acre parcel of land
situated within the State Land Use Agricultural District. The subject property is located at
12-1049 Kulike Place, approximately 2,200 feet south of its intersection with Kama`e`e
Road, Kama`e`e Homesteads, North Hilo, Hawaii, TMK: (3) 3-1-004:009.
At 9:01 a.m., Chair Henkel announced that this item was continued to the March 2018 Windward
Planning Commission meeting. There was no one from the public wishing to testify on this
matter.
2. APPLICANT: HAWAII ISLAND COMMUNITY DEVELOPMENT
CORPORATION (SLU-17-000050)
Application for a State Land Use Boundary Amendment from Agricultural to Urban for
approximately 6.569 acres of land. The subject property is located at the northwest
corner of Mohouli Street and Komohana Street in the Waiakea Cane Lots, Waiakea,
South Hilo, Hawaii, TMK: (3) 2-4-001:184.
The Commission took this item up at 9:02 a.m. with 6 people from the public in attendance.

MINUTES — The Commission took this item up at 9:34 a.m.
Approval of Minutes of the November 2, 2017 Meeting — It was moved by Commissioner Ikeda,
and seconded by Commissioner Clarkson, that the Minutes of November 2, 2017, be approved as
circulated. Motion was unanimously carried by a voice vote of all Commissioners in attendance.
ADMINISTRATIVE MATTERS - The Commission took this item up at 9:34 a.m.
1. Election of Officers for 2018 — It was moved by Commissioner Miyasato and seconded
by Commissioner Ikeda that Commissioner Clarkson be nominated for Chairman of the
Windward Planning Commission for the year 2018. The nomination motion was
unanimously carried by a voice vote of all Commissioners in attendance.
It was moved by Commissioner Miyasato and seconded by Chair Henkel that
Commissioner Ikeda be nominated for Vice -Chairman of the Windward Planning
Commission for the year 2018. The nomination motion was unanimously carried by a
voice vote of all Commissioners in attendance.
2. Review and discussion of recent Special Management Area (SMA) determinations and
minor permits issued by the Planning Director.
Ms. Jackson handed out a sample of a recent SMA Minor Permit issued for a property in
Puna and an intake log for SMA applications for the Windward side for the month of
November (see Exhibit "B"). After brief discussion, the Commission felt that a log was
adequate to keep the Commission informed of SMA applications.
Commissioner Clarkson encouraged that the Department include, as part of the future
SMA rule amendments, opportunities for individuals to submit controversial [appeals of]
applications directly to the Planning Commissions and not the Board of Appeals.
Mr. Darrow confirmed that this would be something that the Department will be
addressing in the future overhaul of Planning Commission Rule 9.
ANNOUNCEMENTS — Upon Ms. Hall's suggestion, Chair Henkel and Commissioner
Miyasato confirmed that they will be holding over their respective terms serving on the
Commission for an additional 90 days [to March 31, 2018] unless a replacement was found to
take their place prior to that date. Mr. Darrow confirmed that the Mayor's office was in the
process of vetting several applications from members of the public for the current vacancies on
the Commission.

ADJOURNMENT — There being no further business, it was moved by Commissioner Clarkson
and seconded by Commissioner Miyasato that the meeting be adjourned. Motion was
unanimously carried by a voice vote of all Commissioners in attendance. Chairman Henkel
adjourned the meeting at 9:47 a.m.
