Communication No. 2018-02 Minutes of the SKTSC Meeting - 11/14/2017 The meeting was called to order at 4:01 PM at the Waimea Civic Center Conference Room. Officers present: James Hustace & Marianne Falkner Minutes of the October meeting were approved with a motion by Dr. Billy Bergin and a 2nd from Frankie Pang. Vote was unanimous. Announcements from the Chair: 1. Chair attended meeting in Waimea regarding County of Hawai'i Mass Transit's new master plan. Mass Transit proposing new routes across the island, and detailed issues with old and ill-equipped buses for the Big Island. 2. Insurance now being required by DAGS to use the Waimea Civic Center Conference Room. 3. Cub Scouts visiting the meeting today. Treasurer's Report: 1. Marianne reported a balance of $134.46. Subcommittee Reports: County: 1. Chair reported: a. Mana Road to Mud Lane: Will be discussed in new business. b. Iona Court to Mana Road: Shoulders and striping work should be happening in late 2017. c. Shoulder paving near Canada France Hawaii and Waimea Elementary School: Established a school zone. Lights, flags, safer shoulders, etc. Striping work is complete. Bike lanes and pedestrian lanes. d. Ala'Ohi'a Road; Parker Ranch WTCP: Still waiting to receive reply addressing committee comments. State: 1. Chair reported: a. Spoke to Donald Smith over the phone just moments before the SKTSC meeting began. Donald Smith will attend a future meeting. The following issues were all addressed with Donald Smith, and include his updates and report. i. Queen Ka'ahumanu Highway and Kawaihae Intersection: DOT hoping to begin construction early summer 2018. Project to be advertised soon. ii. Safety improvements along Kawaihae Road: Donald Smith will look into replacing reflectors and repainting lines along this corridor. Center lines continue to disappear. Safety is becoming an issue on this road during the night hours. Striping would need a contract. Donald Smith is exploring the idea of a climbing lane along Kawaihae Road. iii. DKI extension: Federal Lands is still processing comments and has yet to choose an appropriate alignment. Another small study would likely follow the alignment selection before the EA can be finalized. Saddle Road Task Force are eager to complete the project and often ask Donald Smith about the status of the project. iv. Kawaihae/Waimea Mini Bypass: Designs and plans are potentially a year away from completion. Still no money for construction. v. Waiaka Bridge: EIS is ongoing for this project. Lack of funding to build out this bridge and intersection to the extent that the community has requested. Donald Smith would like to attend a future meeting to specifically address this project. Communication No. 2018-02 vi. Mauna Lani intersection: Major safety issue. Resorts and landowners are unwilling to pay for improvements. Mauna Lani parties would like the State to improve the intersection. vii. Truck runaway ramps: Donald Smith investigating potential sites along Kawaihae Road. Funding is available for the project, and will go forward. viii. Kawaihae Harbor Road: Donald Smith is meeting with Rep. Evans and local businesses to discuss options and alternatives for the Akoni Pule intersection. Crosswalks, stop signs, etc. ix. Surveying seen near Waikoloa Road and Mamalahoa Highway intersection: DOT carrying out basic repairs and survey work for data collection. General upkeep along the highway in that area. Police: 1. Officer Thomas Koyanagi reported: a. South Kohala CPOs will be rotating their attendance at SKTSC meetings. b. Ironman season saw many traffic related injuries. Some quite serious, but no fatalities. c. Reviewed the October Traffic Report with the committee. See Appendix for the October Traffic Report. d. Ragnar Race impact: Much improved compared to last year's race. Better community outreach, and good use of special duty officers at key intersections. Old Business: New Business: 1. Cub Scouts: a. Spencer Vanderpool introduced his Cub Scout troop. The Cub Scouts were interested in attending the meeting in hopes of learning about community meetings and organizations. b. The Cub Scouts asked the following questions to the committee. The Chair and fellow committee members replied in kind. i. What is the role of the South Kohala Traffic Safety Committee in the community? ii. What is the Chairman's role within the committee and the responsibilities as a community leader? Are you a County employee? iii. With the recent installation of the pedestrian signal near Longs Waimea has traffic improved? iv. What is SKTSC's role in the installation and replacement of traffic safety markings, reflectors, and signs? v. Are there future plans for the installation of new stoplights in Waimea? vi. How can traffic be improved in the Luala'i subdivision, especially during Halloween? 2. Officer Nominations: a. Current officers in good standing as stated by the committee bylaws shall be appointed for their positions if they so desire. b. Current Vice Chair Joyce O'Connor requested to step down from her position. c. Chair James Hustace and Treasurer Marianne Falkner were nominated with unanimous consent from the floor. d. No other nominations were heard for officer positions. e. Officer elections will be held at the December committee meeting. f. Necessary to fill the vacant positions. 3. Mamalahoa Highway widening project (P -3905B): a. The Chair incorporated a projected presentation to discuss and share with the committee the Mamalahoa Highway widening project. Communication No. 2018-02 b. A sampling of the project plans were disseminated to the meeting attendees. The packet will be attached to the meeting minutes. c. The Chair shared with the committee the plans and specific areas of concerns that were discussed with the project planners. d. Prior to the meeting, the Chair spoke with the engineer assigned to the project, Casey Yanigihara, and DPW Information and Education Specialist, Barret Otani. The following issues with the plans were brought to their attention. i. Lack of community input ii. Lack of bike lanes or bike routes iii. Dangerous trees that will be further encroached upon iv. Safety at Mud Lane pedestrian crosswalk v. Drainage vi. Utility lines and poles vii. Failing road between build out areas viii. Potential misuse of long center turning lane e. The recent lowest bid was under the projected cost by about $6 million. The previously mentioned issues could be addressed if the project costs are that far off base. f. The recent bidding for the project was completed, but was canceled due to some differences in clerical work and the method it was presented to the interested parties. A second round of bidding will begin again late in November. g. Entire plans for the project may be attained from the Chair upon request. Announcements: 1. Next meeting will begin at 4pm on January 9t" in the Waimea Civic Center Conference Room. 2. Officer elections will be held at the next committee meeting. Meeting was adjourned at 5:12 pm.
