SOUTH KOHALA CDP
SUB-COMMITTEE REPORT REVIEW*
JANUARY 22, 2018
WAIMEA SENIOR CITIZEN CENTER
The following interests have been explored:
I. WATER-Page 129, Chapter 6-Kawaihae, Policy 2. Hawaii Water Plan-2006.
A. Ouli Resource (Aina Lea). Currently, waterline comes from Lalamilo (Wind Farm) all the way
to Kawaihae makai residential lots and the Kawaihae Commercial area.
B. Researching North Kohala Water Study.
C. Kawaihae Desal Water Project Court Case. No desal on Hawaiian Home Lands in Kawaihae.
(Need to delete from CDP Document).
D. Honokoa Community gets water service from Kohala Ranch. CDP document should be
updated. Waiting on response from Planning Director why this function is only on the
North Kohala CDP document. (formerly Kailapa Community Association-and need CDP to
update).
E. Requested explanation why Department of Water Supply cannot provide distribution
service past Honokoa Bridge going north. No reply beyond no available meters. Why
cannot provide more meters?
II. ROADS-Page 129, Chapter 6.2-Kawaihae, Policy 4.
A. Kailapa Emergency Road from to Kohala Estates-ongoing. Fire Chief Rosario made site visit.
(Page 67, Policy 4.3)
B. Second request by local bicycle riders to move road shoulders off Kawaihae Road at
Makahuna Bridge (makai side) and Pohaukole Bridge (above National Park because of “blind
Curve sighting). Request not feasible without support from Bicycling Associations.
C. Slow traffic to 25 MPH on Kawaihae Road at Harbor. Objection to 25 MPH. Too slow
Following bikers and trucks from the Harbor. Page 65, Policy 3, 2.2-Establish Bike Ways.
D. No bus stop location confirmed, no bus stop shelters awarded. (Kawaihae Shopping
Center).
E. Continue to advocate for KAWAIHAE portion of KAWAIHAE BYPASS ROAD. State
Transportation reports no funding available. More trucks to the harbor. Reconsideration
needed.
F. Interceded into Ala Kahakai trails in Subdivision Planning-Kohala Waterfront to Kohala
Shoreline. Requested Rep. Evans propose legislature establish better Mauka-Makai trails
since these trails are in private subdivisions.
G. Review Lava Lava Club and 44-unit subdivision SMA and Subdivision Zoning Permit request.
Opposed at CDPAC-twice.
III. POWER
Underground services requested to Planning Department for further building requests.

IV. EROSION-Pelekane watershed. Page 68, Policy 5.8.
A. Storm-August 17, 2015-Pelekane Bay totally filled up-Kawaihae Road closed. Fire also.
-2013 Storm-Road closed, 2014 Storm-Road closed. Alternative road through Kohala Ranch
Subdivision (6 Miles, Kohala Mountain Road, Waiaka Bridge, down Kawaihae Road.
-Kohala Center receives NOAA Grant $2.69M. Fencing, Dams, Planting and build water tank-
complete.
B. Currently under Kohala Watershed Partners. Focus on eradicating goats; not erosion.
V. CULTURE
A. Propose Museum-on going
B. Historic Corridor Project-on hold. Researching process. Need signage for each historic
Site.
C. Update CDP document suggestions-on going.
D. Interceding request to review SMA approvals. Kohala Waterfront to Kohala
Shoreline Subdivision. (No response). Notice amend request to SMA since minor
SMA is Planning Director’s authority.
E. MAUNA KEA BEACH RESORT-NEW SUBDIVISION PERMIT REQUEST
VI. PUBLIC FACILITIES
A. KAILAPA COMMUNITY CENTER-on going.
B. ANEKONA Volunteer Fire Station and Extension-complete. CDP Document needs to
recognize this station, and Waikoloa Volunteer Fire Station.
VII. RECREATION
A. Reported Spencer Park facilities need repairs. Bathroom facilities at Pavilion relegated
to portables.
B. Tables in Spencer Pavilion has spikes sticking out from the ground.
C. KAWAIHAE CANOE CLUB requests assistance in getting State Harbors to provide shower
facilities for public. (Utilizing Canoe Club). Requested Water charges be deleted for this
service. No reply.
D. KAWAIHAE CANOE CLUB requests assistance in getting State Harbors to repair restrooms at
north harbor.
E. CDP document needs to add LSD beach. Parking and space availability for picnic limited at
South Kohala beaches.
