C Kailua-Kona, Hawai‘i 96740 (808) 323-4444Fax (808) 323-4440 November 8, 2017 MEMORANDUM TO: Department and Agency Heads FROM: Harry Kim, Mayor RE: Administrative Leave duringthe Holiday Season In appreciation and recognition of the hard work of our valued County employees, I am granting a half-day administrative leave during this holiday season to be taken on both Friday, December 22 andFriday, December 29, 2017, pursuant to the guidelines set forth below. 1)All full-time employees are to be granted a total of eight (8) hours of administrative leave. Employees on 4-10 work schedules areto be granted one work dayof administrative leaveand 24 hour Fire personnel are to be granted one (1) workshift. Administrative leave for part-time employees shall be granted on a pro-rated basis contingent on their full-time equivalency. nd 2)Employees, may take (4) hours of administrative leave on both December 22 th andDecember 29.Should operations permit, employees may elect to take nd eight (8) hoursof administrative leave all on one day, either December 22or th December 29.For 24 hour Fire personnel, administrative leave maybe taken for one work shift. 3)Notwithstanding the granting of the administrative leave, please ensure that nd offices providing services to the public remain open all day on December 22 th andDecember 29. Minimum staffing of theseofficeson both days are permitted. 4)Employees who must work and cannot be granted administrative leave on either of the daysshall not be entitled to overtime, but shall be given equivalent County of Hawai‘i is an Equal Opportunity Provider and Employer. Page 2 November 8, 2017 administrative time off within a reasonable period thereafter as approved by their department head. Department heads shall ensure arrangements are made to provide administrative time off that is fair to employees. ndth and/or December 29 5)Employees whose regular days off fall on December 22 will be permitted to take the appropriate number of hours of administrative time off within a reasonable period thereafter as approved by their department head. 6)In order to assist with administrative record keeping, all administrative leave hoursgranted pursuant to this memorandum, shall be scheduled and taken by March 31, 2018. ndth and/or December 29shall 7)Employees who are on paid leave on December 22 be charged only for those hours in excess of the administrative leave hours. 8)Employees whomust start their vacation leave before the end of the calendar year in order to avoid forfeiting vacation leave are permitted to take the administrative time off at a later date as approved by their department head. 9)Employees on leave of absence without pay, hourly contractual employees and students shall not be entitled to this administrative leave. Please notify your respective employees of the above and that I appreciate all of the hard work they do for our community.
