Dear Chair Ing and Committee e bers:
RE: HB 1745 Related to training courses on Native Hawaiian and
Hawaiian rights
Hearing: 01/30/18 — 9 45 am; House Conference Room 312
I am often reluctant to endorse any mandate, especially an unfunded maneate
that will impact county governments. However, there are few things as important as
fostering a better understa ding of Hawaii's First Nation, and 1 have heard great things
about the OHA training course.
Therefore, !support the concept behind HB 1745. However, I think there needs
to be more detail. For example, what is the time commitment that each participant must
make? It would seem that if training is mandated, there should also he a mandate that
the course be no more than a certain nu her of hours.
1 would also ask that a provision be made to offer the courses on the neighbor
islands so that travel will not become a barrier to participation. It seems to me that at
least twice a year on each island would he the minimum necessary.
Respectfully subr
tted,
Harry
