The Planning Department welcomed a new Planning Director, Michael Yee, in January 2017; the Long Range Planning Division initiated a Team approach to provide more staff support for the CDPs; the Action Committees were actively engaged in providing input into the General Plan Comprehensive Update process; and the CDP Teams focused on developing a consistent framework to increase efficiencies and facilitate CDP implementation. Here are some highlights from the year: Ka'u CDP We are pleased to announce that the Ka'u CDP was adopted by ordinance on October 17th 2017! Are you a Ka'u resident interested in serving your community? Consider becoming an Action Committee member to help implement the Ka'u CDP! AC members must be residents of their planning area, willing to commit to a term of up to four years, able to attend monthly evening meetings as necessary, invest approximately 6-8 hours of work each month, and agree to follow the operating guidelines of the committee. CDP Action Committees have the following openings: ■ Ka'u: 9 openings ■ Kona: 3 openings ■ South Kohala: 0 openings ■ Puna: 5 openings ■ North Kohala: 1 opening 0 Hamakua: Coming Soon! ` Ja�V•OF yq�', Hawaii CCommunity 'fTE U•P,M PJS Development Plans CDP 2017 Highlights, continued North Kohala ■ The North Kohala Community Access Group helped shepherd two Grants of Public Access Easements through County Council and worked with Kohala Lihikai on erosion control and a native planting project at'Upolu Airport; ■ The Action Committee hosted a series of public meetings on Agricultural Water; Senator Inouye ` set aside $1.5 million for a feasibility study. Puna CDP ■ The Action Committee successfully advocated to develop the Pahoa Regional Town Center Master Plan and Sewer Feasibility Study. ■ The Puna Connectivity and Emergency Response subcommittee continues to move forward on connectivity issues in partnership with the Mayor's Puna Roads Committee. FHamakua ■ The Recommended CDP was reviewed by various County and State Agencies and edits were made based on this feedback. ■ The Steering Committee will review the revised Recommended CDP in February; ■ The CDP will be prepped for Planning Commission Hearings slated for Spring 2018. The North Kohala AC meets the 2nd Monday at 5pm, every other month starting January 2018. Page 2 Kona ■ The Action Committee established the Vision, Goals, and Recommended Actions for an Open Space Network in North Kona; ■ The Action Committee designated a subcommittee to participate in the Kona CDP Policy Amendment process initiated by the Mayor's Office in 2017. South Kohala ■ The South Kohala Action Committee continues to advocate for: ■ Secondary access for Waikoloa Village; ■ Coastal evacuation/emergency shelter for Kawaihae residents; ■ Wastewater treatment system in Puako. ■ The South Kohala AC meets the 4th Monday at 5pm every other month starting January 2018. April is the Division Manager. She enjoys grassroots planning with a particular interest in mixed-use walkable communities. Her pastimes are playing tennis and exploring the wonders of Hawai'i with her daughter. April.Surprenant@hawaiicounty.gov Bethany is the lead planner for the General Plan Comprehensive Review. She loves raising her daughters in the Laupahoehoe area and is passionate about creating strong and safe communities for our keiki and kupuna. Bethany.Morrison@hawaiicounty.gov Hans is the planner for the Ka'u Community Development Plan, EnVision Downtown Hilo Plan, as well as Hilo Bayfront Trails. Hans was born and raised in Hilo. He is passionate about helping the community and the beautiful Island we all call home. Hans.Santiago@hawaiicounty.gov LeAna is the planner for the North Kohala and Hamakua Community Development Plans. LeAna lives and raised her children in Pepe'ekeo. She enjoys hiking and is a strong advocate for improving Hawai'i's trails and public accesses. Leana.Gloor@hawaiicounty.gov Keola is the planner for the Kona and South Kohala Community Development Plans. Keola lives in Holualoa-Kona and enjoys ocean distance swimming, coastal and mountain trail hikes, and yoga. Keola.Childs@hawaiicountv.gov Kevin is part of the General Plan Comprehensive Review Team. His focus is natural systems, watershed planning and growth management. His passion for sustainable food system planning stems from his large appetite. Kevin.Sullivan@hawaiicounty.gov Keiko is the planner for the Puna Community Development Plan. Keiko was raised in Volcano and is an avid baseball mom. She is a strong advocate for native species and cultural resource management. Keiko.Mercado@hawaiicounty.gov Heather provides planning support for the South Kohala, Kona, and Ka'u Community Development Plans. Heather was born in Lihu'e Kaua'i, and while she has lived in many places, she will always call the Big Island her home. Heather.Bartlett@hawaiicountv.gov Eric provides planning support for the North Kohala, Puna, and Hamakua Community Development Plans. Eric lives in Puna and enjoys the arts and outdoors, and is a supporter of public art and walkable communities.
