WINDWARD PLANNING COMMISSION <br />COUNTY OF HAWAII <br />HEARING TRANSCRIPT <br />JANUARY 4, 2018 <br />A regularly advertised hearing on the applications of NA WAI OLA PUBLIC CHARTER <br />SCHOOL (USE 17-000070/SPP 17-000193) were called to order at 9:02 a.m. in the County of <br />Hawaii Aupuni Center Conference Room, 101 Pauahi Street, Hilo, Hawaii with Chairman <br />Joseph Clarkson presiding. <br />COMMISSIONERS PRESENT: Joe Clarkson, Donn Dela Cruz, Gregory Henkel, Donald Ikeda, <br />Myles Miyasato, and Thomas Raffipiy. <br />ALSO PRESENT: Michael Yee (Planning Director), Malia Ho Hall (Deputy Corporation <br />Counsel for the Windward Planning Commission), Jeff Darrow (Planning Program Manager), <br />Maija Jackson (Planner), Christian Kay (Planner), and Sarah Hata-Finley (Commission <br />Secretary). <br />And 11 members from the public in attendance. <br />APPLICANT: NA WAI OLA PUBLIC CHARTER SCHOOL <br />(USE 17-000070/ SPP 17-000193) <br />Applications for a Use Permit and Special Permit to allow the expansion of an existing public <br />charter school on 3.6 acres of land in the Single -Family Residential - 20,000 square feet (RS -20) <br />zoning district and one acre of land in the State Land Use Agricultural District. The subject <br />properties include the site of the Mountain View Gym and St. Theresa Catholic Church and is <br />located along the south (makai) side of Volcano Highway, approximately 150 feet east of its <br />intersection with Nichols Road in Mountain View, Puna District, Hawaii, Tax Map Keys: 1-8- <br />002:006, 1-8-002:049, 1-8-004:104. <br />CLARKSON: And, with that, if I haven't missed anything, we will proceed to the first item on <br />today's agenda which is an application by Na Wai Ola Public Charter School. First, we're going <br />to have a staff presentation and then we'll take testimony. Staff, Maija, will explain the <br />application. <br />JACKSON: Good morning, Commissioners. Happy New Year. <br />COMMISSIONERS: Happy New Year. <br />JACKSON: Okay, so our first application of the New Year is a request for a Use Permit and a <br />Special Permit. The Applicant is Na Wai Ola Public Charter School. <br />The subject property is located in the Puna District in the community of Mountain View. You <br />can see the properties.
