Nishihara, Chair Senator Glenn Wakai, Vice Chair COMMITTEE ON PUBLIC SAFETY, INTERGOVERNMENTAL AND MILITARY AFFAIRS Friday, February 2, 2018, 3:00pm Conference room 414 bject: SB2137 RELATING TO COUNTY TAXING AUTHORITY. The Hawaii Council of Mayors extends our appreciation to Committee Chair Nishihara, Committee Vice Chair Wakai, as well as to each member of this honorable committee for this opportunity to present our testimony in strong support of SB2137. As Mayors, we are united on this issue that impacts our counties collectively. In an effo to generate alternative sources of revenue to address each county's budgetary challenges, the counties urge the Hawaii Legislature to support this bill. Providing the counties with such taxing mechanism would allow the counties to be less dependent on revenue sources such as fuel tax revenue which is predicted to decline with the increase in electric, hybrid, and other fuel efficient vehicles. This was one ofthe three priority measures that was discussed with the joint House and Senate finance cornmttees at the beginning of this session.
