As I am sure you know, the counties already provide real property tax breaks for Hawaii residents by creating a lower tax rate for owner occupants. If, in addition, the State wishes to provide an income tax credit for all residential property owners in the State who are qualified taxpayers, we respectfully suggest that it be funded from some source other than the Counties' portion of the TAT.
