Taniguchi, Chair Committee on Judiciary Hawaii State Capitol, Room 016 Honolulu, HI 96813 Dear Chair Taniguchi and Committee Members: Re: SB 2046 Relating to Bump Stocks Hearing Date: 02/27/18 — 9:30 am; Conference Room 016 1 appreciate this opportunity to fully support S 2046. 1 initially had hope that even the most ardent firearm enthusiast believes there is no legitimate need for devices that accelerate the rate of fire of a semiautomatic firearm. That turned out to be hopelessly wrong. However, when the National Rifle Association has a statement on its website that "The NRA believes that devices designed to allow semi-automatic rifles to function like fully -automatic rifles should be subject to additional regulations," it would seem the only issue left is exact wording. If the NRA or others have better language than SB 2046, there is no reason it should not be considered. However, until something better is proposed, 1 urge you to approve 5: 2046. We thank this Legislature for taking up this controversial but timely legislation.
