A team of County and State agencies have been working together to identify the required permits and processes, and have provided the following recommendations: 1. State of Hawaii Department of Land and Natural Resources (DLNR) State Parks, Division of Boating and Ocean Recreation (DOBAR), Division of Forestry and Wildlife (DOFAW), Division of Conservation and Resources Enforcement (DOCARE), Department of Transportation (DOT) Highways Division, Department of Hawaiian Homelands (DHHL): • Swim/waterborne portion of the race: a permit is required from DOBAR. • Staging/parking area (Hapuna State Recreational Area): a permit is required from State Parks. • Staging/parking area (Puu Huluhulu): a permit is required from DOT and DHHL. • Mauna Loa Access Road: the first 500 meters is controlled by DHHL and the rest of the roadway is managed by DOFAW. Permits are required from each entity. DOFAW could close the road but would require for at least two DOCARE Officers to be hired to manage the public. DOFAW would also provide the race date to staff members of Mauna Loa. • Saddle Road: DOT is concerned about traffic congestion that the support team vehicles may cause. Typically, only a limited number of"official race" vehicles are authorized through the permit. County of I Iawai'i is an Equal Opportunity Provider and Employer T. Sapp February 28, 2018 Page 2 2. Hawaii County Fire Department: • The event needs to secure medical response capabilities for the run and bike races. Ironman uses vans with medical personnel in them to assist racers. If it is an emergency, they call 911. • The event should have a medical tent with paid medical personnel at the finish line to treat any minor athlete injuries/medical conditions. Post-race requirements include treating athletes for dehydration. • The event area for the bike and run is many miles away from 911 services. The closest would be Pohakuloa Training Area Fire at the Army base so they should be looped in the communication. 3. Hawaii County Police Department: • The event needs to provide a comprehensive traffic plan to Police. • The event needs to hire one or more special duty officers, to direct traffic at the main intersections on the Queen Kaahumanu Highway, Highway 190 and at Saddle Road and Komohana Street. Please find attached a list of each agency, point of contact, phone numbers and email addresses. It is recommended that Alohaman seek the professional services of an on-island race coordinator or event planner to support the process of applying for and securing permits, communicating with agencies and the impacted communities, and to carry out necessary on-island logistics.
