Dear Mr. Guzman,
Thank you for your email regarding whether Council Member Eoff must recuse herself from sponsoring
the transient accommodation legislation to be heard by the County Council.
The Hawaii County Board of Ethics is the entity empowered to determine conflicts of interest under the
Ethics Code. I understand that Council Member Eoff has requested the Board of Ethics review this
matter to determine whether she has a conflict of interest under Ethics Code and you may also make a
request to the Board for their opinion on this matter. This office has no authority to investigate Council
Member Eoff as you request.
