HomeMy WebLinkAbout2018-02-01 Windward Planning Commission MinutesWINDWARD PLANNING COMMISSION COUNTY OF HAWAII MINUTES FEBRUARY 1, 2018 The Windward Planning Commission met in regular session at 9:01 a.m. in the County of Hawaii, Aupuni Center Conference Room, 101 Pauahi Street, Hilo, Hawaii, with Chairman Joseph Clarkson presiding. COMMISSIONERS PRESENT: Joseph Clarkson, Donn Dela Cruz, Gregory Henkel, Donald Ikeda, Myles Miyasato, Thomas Raffipiy, and John Replogle (from 9:07 a.m.). ALSO PRESENT: Michael Yee (Planning Director), Malia Ho Hall (Deputy Corporation Counsel for the Windward Planning Commission), Jeff Darrow (Planning Program Manager), Maija Jackson (Planner) (to 9:45 a.m.), Christian Kay (Planner), Shancy Watanabe (Planner), and Sarah Hata-Finley (Commission Secretary). A quorum was present. Chairman Clarkson introduced Windward Planning Commissioners and staff to members of the public and went over the procedures for public testimony. At 9:02 a.m., Chairman Clarkson announced that Item No. 2 (Cello Partnership dha Verizon Wireless USE 17-074) had been continued [to the March Pt meeting]. He stated that public testimony was welcomed but he recommended that if anyone wished to testify regarding the application, that they consider waiting until the actual hearing because the Commission was not going to discuss or take any action on the matter. At 9:03 a.m., Mr. Yee presented Commissioner Henkel and Commissioner Miyasato with a Certificate of Appreciation from the Mayor and thanked them for their dedicated service to the Commission. STATEMENTS FROM THE PUBLIC — No statements were presented under this section of the agenda. APPLICANT: HAWAII BREWERY DEVELOPMENT CO., INC. (Amend SPP 842) Application to amend Condition No. 4 (complete construction) of Special Permit No. 842, which allowed the development of a brewery, water and soft drink bottling facility on 14.587 acres of land situated within the State Land Use Agricultural District. The property is located east of Highway 11 (Volcano Highway) and north of Highway 130 (Keaau-Pahoa Highway), Keaau, Puna, Hawaii, TMK: (3) 1-6-141:001, 024, 027 and 028. The Commission took this item up at 9:04 a.m. with three people from the public in attendance. APPLICANT: CELLCO PARTNERSHIP DBA VERIZON WIRELESS (USE 17-000074) Application for a Use Permit to allow the construction of a new, non -manned telecommunication facility, consisting of a 155 -foot tall steel monopine tower, retaining wall, 6 -foot tall fencing and related facilities within a 1,050 -square foot lease area on a 33,106 -square foot parcel, situated in the County's Agricultural 1 -acre (A -la) zoning district. The subject property is located at 15-1463 21st Avenue, approximately 1,700 feet north of the Kaloli Drive — 21st Avenue intersection, Hawaiian Paradise Park, Keaau, Puna, Hawaii, TMK: (3) 1-5-038:013. The Commission took public testimony on this matter at 9:40 a.m. with five members of the public in attendance. This matter was scheduled to be continued to the March 1st Commission meeting; therefore, there was no action or discussion by the Commission on the application. (SEE EXHIBIT B) The public testimony ended at 9:48 a.m. 3. APPLICANT: CELESTIAL SANCTUM 501(C)3 (SPP 17-000192) Consideration and Adoption of Proposed Findings of Fact, Conclusions of Law and Decision and Order of the Commission for denial of a Special Permit to allow the development of a lodge and wellness retreat center, including healing workshops, wellness classes, yoga classes, a certified kitchen, and overnight accommodations for up to 21 guests on an approximately 3.926 -acre portion of a larger 25 -acre parcel of land situated within the State Land Use Agricultural District. The subject property is located at 18-4271 Luna Ikena Road, approximately 1.3 miles west (mauka) of its intersection with Volcano Road (Highway 11), Por. of Olaa, Puna, Hawaii, TMK: 1-8-010: Por. 105. The Commission took this item up at 9:48 a.m. with no one from the public in attendance. (SEE EXHIBIT C) This item ended at 9:51 a.m. MINUTES — The Commission took this item up at 9:51 a.m. Approval of Minutes of the January 4, 2018 Windward Planning Commission Meeting — It was moved by Commissioner Ikeda, and seconded by Commissioner Dela Cruz, that the Minutes of January 4, 2018, be approved as circulated. Motion was unanimously carried by a voice vote of all Commissioners in attendance. Page 2 of 3 Windward Planning Commission February 1, 2018 Minutes ADMINISTRATIVE MATTERS/ANNOUNCEMENTS - The Commission took this item up at 9:51 a.m. Review and discussion of recent Special Management Area (SMA) determinations and minor permits issued by the Planning Director. Mr. Darrow welcomed Commissioner Replogle to the Commission and thanked Commissioner Henkel and Commissioner Miyasato for their service on the Commission. Mr. Darrow gave the Commission the monthly update for the SMA Assessment applications (SEE EXHIBIT D). He added that the Shropshire letter [SMA Minor Permit No. 17-378] that was given to the Commission at the January 4th meeting had been appealed to the Board of Appeals. Mr. Darrow stated that the Intermediate Court of Appeals remanded the SMA Permit application [Amendment to SMA 221 ] for Hu Honua Bioenergy Power Plant back to the Commission. ADJOURNMENT — There being no further business, it was moved by Commissioner Ikeda and seconded by Commissioner Dela Cruz that the meeting be adjourned. Motion was unanimously carried by a voice vote of all Commissioners in attendance.
