A) Review of existing compensation plan to include discussion and
consideration on proposals for adjustments to future salaries of
executives and elected officials. Discussion may include:
o Information prepared by Chair Hugh Ono, P.E., regarding proposals
concerning how salaries will be set; and procedures on setting and
adjusting salaries for elected officials and managing directors, and
official appointments by the Mayor, County Council,
Boards/Commissions; and
o Bill 98 (Draft 2), Initiates an Amendment to Article XIII, Section 13-28
of the Hawaii County Charter (2016 Edition), Relating to the Salary
Commission (introduced by Council Member Susan Lee Loy). Requires
that at least 30 days prior to the approval of any salary adjustment,
the Salary Commission submit copies of a detailed report of its
findings and conclusions to the Office of the County Clerk and Office

of the Mayor, publish a notice that said report is available for public
inspection and include in the notice a detailed account of proposed
salary increases or decreases, and hold at least one public hearing in
either East or West Hawaii using video conferencing technology to
allow for participation from both East and West Hawaii. Also
requires that any increase or decrease of more than 10 percent be
approved by a two-thirds vote of the entire membership of the
Commission.
B) Rules of the Salary Commission (Salary Commission may discuss
revisions concerning their Rules).
C) Opportunity for Commissioners to request items for placement on the
next agenda.

Executive Session
The Salary Commission anticipates convening one or more executive meetings
regarding the above matters listed on the agenda, pursuant to HRS Sections
92-4 and 92-5(a)(4), for the purpose of consulting with the Board's attorney on
questions and issues pertaining to the Board's powers, duties, privileges,
immunities, and liabilities. A 2/3 vote pursuant to HRS Section 92-4 is
necessary to hold an executive meeting.
