HomeMy WebLinkAbout2018-04-02 South Kohala Community Development Plan Action Committee Agenda - REVISEDNOTICE OF PUBLIC MEETING SOUTH KOHALA COMMUNITY DEVELOPMENT PLAN ACTION COMMITTEE NOTICE IS HEREBY GIVEN of the following matters to be considered by the South Kohala Action Committee in accordance with the provisions of Section 92-7, Hawaiʻi Revised Statutes. DATE: Monday, April 2, 2018 TIME: 5:00 pm PLACE: Hokuloa United Church of Christ 69-1600 Puako Beach Drive Waimea, HI 96743 AGENDA CALL TO ORDER ROLL CALL ADDITIONS TO THE AGENDA: (Approval of Addendum and/or Supplemental Agenda (requires six votes, and must comply with Hawaiʻi Revised Statutes § 92-7(d)) ANNOUNCEMENTS: PUBLIC COMMENT ON AGENDA ITEMS: Members of the public are invited to speak to any items on the agenda. To be recognized, please fill out a yellow request form and submit it to Planning Department Staff or the Action Committee Chairperson prior to the Public Comment portion of the meeting. Comments should be limited to three (3) minutes in length per agenda item, subject to the discretion of the Chair of the CDP Action Committee. RECOGNITION OF OUTGOING ACTION COMMITTEE MEMBERS: Certificates of Appreciation from the County of Hawaiʻi will be presented to outgoing Action Committee Members John Mueller, Josephine Tanimoto, and Roger Harris to recognize their outstanding commitment and participation as Action Committee members. APPROVAL OF THE MINUTES: The Action Committee will consider the draft minutes of the November 27, 2017 meeting. BUSINESS: 1. Election of Action Committee Officers: CDP staff will open the discussion for an Action Committee vote to elect officers for the positions of Chair and Vice Chair of the Action Committee. 1. Waikoloa Road/Paniolo Avenue intersection traffic safety improvements: The Action Committee will hear and address concerns raised by Waikoloa Village residents regarding the status of traffic safety improvements (signalization, a roundabout, all-way stops, or other measures) to the existing intersection of Waikoloa Road and Paniolo Avenue. Long-standing resident concerns about the need for these intersection safety improvements have recently been exacerbated by the closure of Waika Bridge (upper portion of Kawaihae Road) to heavy trucks, which are now forced to use Waikoloa Road as the only transit route between Kawaihae Harbor and Waimea/Hamakua. 2. Communication No. 2018-01 Discussion of 2018 AC Meeting Dates and Goal Setting: CDP staff will introduce the 2018 Action Committee meeting schedule. Discussion between Planning staff and the Action Committee to work on setting 2018-19 goals for the committee. AGENDA FOR NEXT MEETING: Agenda item suggestions from the Action Committee and Planning Staff for the June 4, 2018 meeting. NOTICE: The purpose of the public hearings is to afford all interested persons a reasonable opportunity to be heard on the above items. According to the Operating Guidelines of the Community Development Plan Action Committee, a person desiring to submit oral or written testimony shall indicate her/his name and whether the testimony is her/his behalf or as a representative of an organization or individual. Written testimony shall be submitted with an original and nine copies prior to testifying. The Committee would appreciate timely submittal to the Planning Department at least one week prior to the meeting date to allow for mailing and thorough Committee review. Anyone who requires an auxiliary aid or service, other reasonable modification, or language interpretation to access this meeting please contact the Planning Department at (808) 961-8288 as soon as possible, but no later than five working days prior to the meeting date, to arrange for accommodations. “Other reasonable modification” refers to communication methods or devices for people with disabilities who are mentally and/or physically challenged. If you are a lobbyist, you must register with the Hawai‘i County Clerk within five days of becoming a lobbyist. (Article 15, Section 2-91.3(b), Hawai‘i County Code). A lobbyist means, “any individual engaged for pay or other consideration who spends more than five hours in any month or $275 in any six-month period for the purpose of attempting to influence legislative or administrative action by communicating or urging others to communicate with public officials.” (Article 15, Section 2-91.3(a)(6), Hawai‘i County Code).
