No. 2018-05 The creation of Village/Town Centers is vital to the implementation of the PCDP. Section 3.1 of the PCDP speaks to the land use pattern of Puna and the need to create village/town centers as the preferred strategy for providing Puna residents with greater access to goods, services, educational resources and economic opportunities in a thoughtful and sustainable manner. The goal and action item 3.1.2d and 3.1.3d call for the creation of village/town centers and associated "village plans" to guide the development of these centers. OBJECTIVE 3.1.2D Create new village/town centers as necessary, in or near presently underserved subdivision, beginning with those experiencing higher rates of population growth so residents of those areas will have community activities and more convenient access to services. drTlnN R 9 Rn Facilitate land use entitlements and financing for the development of new village/town centers by: 1) Creating a regional town center plan for each village/town area as prescribed in Section 5.2.1; 2) Providing loan guarantees or making grants to community associations or partnerships for the development of necessary infrastructure for the village/town center. Current Status: Design guidelines adopted, special district created, PVDRC formed. Consultant selection is underway for the Pahoa Regional Town Center Master Plan / Wastewater Feasibility Study with completion of the plan anticipated mid - 2020. As the numerous subdivisions in Puna continue towards full build -out the need for alternate routes during emergency situations is becoming more critical. Additionally, inter -connectivity between subdivisions could help alleviate traffic congestion along major routes. Action item 4.3.3a defines connectivity actions for Puna. Recent work by the PCDP Connectivity subcommittee and Council's ad hoc subcommittee resulted in a report on Puna connectivity that recommends connectivity locations for upper Puna. Along with implementation of the connectivity report, the AC also asks that current emergency routes that are closed be considered for improvement to be opened permanently as connectivity routes. ACTinN 4_R -RA 1) Establish emergency routes, using mostly existing road beds; 2) Create connectivity alignments between the following subdivisions: Hawaiian Acres and Fern Acres, Fern Acres and Kopua Farm Lots, Eden Roc and Fern Forest, Orchidland and Hawaiian Acres, Nanawale and Hawaiian Shores, Hawaiian Beaches and HPP, Kea'au Agricultural Lots and a site adjacent to Kea'au Elementary School, 'Ohi'a Estates and Royal Hawaiian Estates. These inter - subdivision roads should be staggered, low -impact, and multi -modal. The general locations are indicated as ovals in Figure 4-1. Current Status: PREP Fairs, committee report, Council ad hoc subcommittee report, EA for Lauko, Pszyk, & Puhala roadways completed (FONSI Feb. 2017). Mayor's Puna Roads Connectivity Committee currently tasked with identifying connectivity segments, prioritizing, and recommending a financing plan. Lack of infrastructure inhibits opportunity in Puna. Action items 3.4.3c and 4.1.3c speak to the need of internet connectivity that could provide economic and employment opportunities for Puna residents. ACTION 3.4.3c Promote #-ee wireless internet services to Puna's subdivisions, starting with those that lack cable service. ACTION 4.1.3c Facilitate telecommuting by developing a wireless communications network that enables most Puna residents to gain free access to the internet. Current Status: Hawaiian Telcom receives Connect America Fund support over a six-year period that will total $26M in 2020. They receive about $4M per year and the majority of the CAF support received thus far has been invested on Hawai'i Island. 4,500 out of 5,000 connection locations are on Hawai'i Island. Development is occurring at a rapid pace and native forests are giving way to housing and development on a daily basis. Objective 2.2.2b of the PCDP calls for several action strategies to protect the increasingly threatened forests of Puna. OBJECTIVE 2.2.2B Adopt regulatory measures, educational programs and incentives to preserve remnants of native ecosystems in Puna subdivisions, especially remnants at lower elevations. Current Status: Building in Puna brochure is being reviewed by the Planning Dept. and Corporation Counsel. NRCS presented to the AC in January 2018. Chapter 15 of Hawai'i County Code has provisions allowing for the operation of farmers markets in some County park facilities. PCDP action item 3.2.2e is in alignment with current County Code. Only minor changes to Chapter 15 would be necessary to allow farmers markets in appropriate park facilities throughout the Puna district. OBJECTIVE 3.2.2E Provide sites and infrastructure for farmers markets at County parks and proposed village/town centers. Puna is sorely lacking in medical facilities able to serve a rapidly growing population. The AC encourages assistance and advocacy, at any level, to promote the development of medical facilities that can provide a full range of services including options for Puna residents that require dialysis treatment. Action item 3.3.3a calls for development of medical facilities throughout Puna and goal 3.3.1 advocates for social services and programs to assist the Puna community. ACTION 3.3.3A Develop a centrally -located, 24-hour, full-service medical facility, with trauma care, in Puna. Establish multiple clinic level facilities offering primary medical and dental services in village centers in Upper and Lower Puna. Expand existing County -funded transportation services to carry people from subdivisions to medical facilities.
