HomeMy WebLinkAbout2018-03-01 Windward Planning Commission MinutesWINDWARD PLANNING COMMISSION COUNTY OF HAWAII MINUTES MARCH 1, 2018 The Windward Planning Commission met in regular session at 9:00 a.m. in the County of Hawaii, Aupuni Center Conference Room, 101 Pauahi Street, Hilo, Hawaii, with Chairman Joseph Clarkson presiding. COMMISSIONERS PRESENT: Gilbert Aguinaldo, Joseph Clarkson, Donn Dela Cruz, Donald Ikeda, Myles Miyasato, Thomas Raffipiy, and John Replogle. ALSO PRESENT: Michael Yee (Planning Director), Malia Ho Hall (Deputy Corporation Counsel for the Windward Planning Commission), Jeff Darrow (Planning Program Manager), Christian Kay (Planner), Shancy Watanabe (Planner), and Sarah Hata-Finley (Commission Secretary). A quorum was present. Chairman Clarkson introduced Windward Planning Commissioners and staff to members of the public and went over the procedures for public testimony. STATEMENTS FROM THE PUBLIC — No statements were presented under this section of the agenda. APPLICANT: CELLCO PARTNERSHIP DBA VERIZON WIRELESS (USE 17-000074) Continued hearing on an application for a Use Permit to allow the construction of a new, non -manned telecommunication facility, consisting of a 155 -foot tall steel monopine tower, retaining wall, 6 -foot tall fencing and related facilities within a 1,050 -square foot lease area on a 33,106 -square foot parcel, situated in the County's Agricultural 1 -acre (A -la) zoning district. The subject property is located at 15-1463 21st Avenue, approximately 1,700 feet north of the Kaloli Drive — 21st Avenue intersection, Hawaiian Paradise Park, Kea`au, Puna, Hawaii, TMK: (3) 1-5-038:013. At 9:02 a.m., Chair Clarkson announced that this item had been continued to the April Commission meeting at the request of the Applicant. There was no one in the public wishing to testify on the matter. 2. APPLICANT: JEFFREY D. PRIMACK (SPP 17-000194) Continued hearing on an application for a Special Permit to legitimize the operation of a Qigong/wellness retreat, including overnight accommodations for up to twelve guests and the development of a certified kitchen on an approximately 15 -acre portion of a larger 98 -acre parcel of land situated within the State Land Use Agricultural District. The subject property is located at 31-1049 Kulike Place, approximately 2,200 feet south of its intersection with Kama`e`e Road, Kama`e`e Homesteads, North Hilo, Hawaii, TMK: (3) 3-1-004:009. (SEE EXHIBIT A) This item ended at 9:36 a.m. MINUTES — The Commission took this item up at 9:36 a.m. Approval of Minutes of the February 1, 2018 Windward Planning Commission Meeting — It was moved by Commissioner Miyasato, and seconded by Commissioner Dela Cruz, that the Minutes of February 1, 2018, be approved as circulated. Motion was unanimously carried by a voice vote of all Commissioners in attendance. ADMINISTRATIVE MATTERS/ANNOUNCEMENTS - The Commission took this item up at 9:37 a.m. Review and discussion of recent Special Management Area (SMA) determinations and minor permits issued by the Planning Director. Mr. Darrow welcomed Commissioner Aguinaldo to the Commission and thanked Commissioner Miyasato for his service on the Commission. Mr. Darrow gave the Commission the monthly update for the SMA Assessment applications and briefly discussed one of the SMA exempt applications with Chair Clarkson [SAA 1566] that was valued at $4,400,000 but under the 7,500 square -foot threshold. Mr. Darrow confirmed that the Department was not limited by cost but by square footage. Commissioner Miyasato thanked the Commission and staff and expressed his appreciation serving on the Commission and those that he worked with. Mr. Darrow informed the Commission that the April meeting may be heavy and stated that the Hu Honua remand [Amendment to SMA 221 ] and request for declaratory ruling will be on the agenda. Page 2 of 3 Windward Planning Commission March 1, 2018 Minutes ADJOURNMENT — There being no further business, it was moved by Commissioner Dela Cruz and seconded by Commissioner Replogle that the meeting be adjourned. Motion was unanimously carried by a voice vote of all Commissioners in attendance.
