INTRODUCTIONS Laura Tobosa called the meeting to order at 12:55 pm. Laura Tobosa had everyone introduce themselves. Norita Delima reported that she had been on the County of Maui, Commission on Persons with Disabilities. New County of Hawaii Equal Opportunity Officer Julie Rawlins was present in her new role with the County. SELECTION OF NEW OFFICERS Susan Shirachi was voted as Chair Joshua Pratt was voted as Vice Chair Monica Haro-Bade was voted as Secretary DISCUSSIONS REGARDING TOPICS FOR THE NEXT AGENDA Alisa Mitchener suggested forming Sub Committees. Joshua Pratt wanted to talk about Kona transportation for people with disabilities. Sam Nagasawa wanted to c-Committee of Parks and Rec, with beach. Joshua Pratt also mentioned discussion about parking permit violations. Susan Shirachi suggested to have a subcommittee on violations of persons parking in disabled parking stalls, and exploring methods for citizens to be deputized to issue parking citations. Alisa Mitchener indicated that this had been attempted in the past with the County. Karen Riedel suggested to have an Emergency Preparedness discussion. It was mentioned by the audience that the shelters during times of disasters are the responsibility of the County Parks and Recreation Department to open their facilities for public access during these times of crisis. Susan Shirachi suggested a committee on the issue of the challenge of homelessness of persons with mental health disabilities. J Yoshimoto suggested that the committee revise the by-laws. He also provided general guidance on how an item is brought forth from the Sub-Committee to the Committee of the whole for discussion and vote. Monica Haro-Bade requested that the issue of rural living in relation to elderly safety and wellbeing be discussed. MEETING UPDATE AND RECOMMENDATIONS th Kalen Koga was going to look into having the next meeting on March 14 in Kona. West Hawaii Civic Center is ADA compliant and accessible. Karen Riedel mentioned in consideration to the public and the committee members, that the committee meetings not be cancelled last minute, unless extenuating circumstances occur. It was suggested that the meetings, either rotate between Kona and Hilo, or if it is held in Hilo, that members in Kona can participate via Polycom (using the Kona County Council Room). Meeting coordination and access features should consider that participants may need disability accommodations to equally participate in the committee meetings. It was also suggested that this committee having a mailing list for those who wish to receive written agenda notices. To have a smoother running meeting, it was suggested that the committee members become more acquainted with the purpose of the committee, and with getting to know 2 their strengths and interests to help the committee move forward on its charge (as determined by the County by-laws).
