Members Present: (Chair) Susan Shirachi, (Vice Chair) Joshua Pratt, Laura Tabosa, Sabine (Sam) Nagasawa, and Pamela Punihaole Members Excused: Norita DeLima, Monica Haro-Bade (Secretary), Linda Gonzales, Members Absent: None Guests Present: Malia Gentry County Staff Present: Malia Hull, Deputy Corporation Council Topic/Agenda Discussion Action Item Review/Approve Members reviewed the February 7, 2018 meeting Committee Member Nagasawa Minutes minutes. made a motion to approve the minutes; Committee Member Tabosa seconded. Motion to approve minutes carried unanimously. Public None Comments and Testimony New Business 1.Committee member Tabosa 1. Introduction with Mayor Kim Chair Shirachi mentioned that the Executive made a motion for the committee Board (Vice Chair Pratt and Secretary Haro-Bade) to approach the Mayor’s office to felt it was a good idea to have the Committee schedule a meeting with him; meet with Mayor Kim. An Area Agency on Aging Committee Member Punihaole both felt that it was a great idea. 2. Review of Robert’s Rule of Order, Sunshine Law, and Ethics presented by Deputy Corporation Counsel Malia Hall Deputy Corporation Counsel Malia Hull presented a slide show on Roberts Rules of Order, Sunshine Law, and Ethics to the Committee. (See Powerpoint and supplemental attachments) 3. Report of the County of Hawaii Equal Opportunity and ADA Officer Julie Rawlins No report from Ms. Julie Rawlins 5. Report of the County of Hawaii Parks & Recreation Specialist II Alisa Mitchener Ms. Alisa Mitchener presented a summary of the duties and responsibilities of her position, and the activities that she is currently involved including beach access for persons in wheelchairs (via the newly launched Wheel and Roll Program). 6. Report of the County of Hawaii Office of Aging Director Kimo Alameda and the update on the County’s Website Chair Shirachi read the report from Hawaii County Office of Aging Director, Kimo Alameda. The plans of Director Alameda include strengthening the collaboration with the Mayor’s Committee, to better align disability information on the County’s website. Recent changes to the Office of Aging Website has including relocation of moving links to the top of the website, and also including a link to the Mayor’s page for consumers to voice their complaints and complements. 7. Formation of New Sub-Committees and Election of Sub-Committee Chair. 7. Education sub-committee was an outdated topic and that this would need to be revised as part of Committee Member Nagasawa the new By-laws. volunteered to Chair the Parks and Recreation Sub-Committee. Committee Member Punihaole volunteered to Chair the Communication and Outreach Sub-Committee. Vice Chair Pratt volunteered to Chair Transportation. Committee Member Punihaole volunteered to Chair the Parking Enforcement Sub-Committee. She informed everyone that she will contact the Police Chief for information that will be shared with the committee. Committee Member Tobosa volunteered to help Vice Chair Pratt and Committee Member Punihaole on the Parking and Transportation Sub-Committee. Chair Shirachi volunteered for the Homeless Sub-Committee. Sub-committees may end, at the discretion of the Sub-Committee Chair. 8. Committee By-Laws Status of Revision Along with the Chair, Committee Member Nagasawa and Committee Member Tobosa 8. The Chair and two committee volunteered to revise and update the Bylaws. members will begin the revision process of the by-laws under the permitted interactions clause of the Sunshine Law (Part I, Chapter 92, HRS). By-law drafts will be circulated to the committee-of-the-whole upon availability. 9. Chair Shirachi said that she will contact the departments to 9. Vice Chair Pratt would like to discuss County Council meeting access. Guest Malia Gentry, explained that it is very difficult to get access to the Committee Meetings with the limited Disability Parking stalls being so far from the meeting room. 3. Committee County Clerk Koga asked for options of meeting days in order to set the 2018 committee meetings Committee Members suggestions included 3rd Wednesdays, or any other days. Deputy Counsel Hull said that she would be available if it doesn’t fall on a Thursday or conflict with the Committee on Aging meeting. 4. Committee Member Punihaole wanted to know who to talk to about the large light poles that are installed in the middle of the sidewalks. An Area Agency on Aging Member Punahele would like to provide the committee an update of her discussions with the Kona Chief of Police regarding their intervention and violation remediation program for violators of parking stalls designated for persons with disabilities. 5. Committee members would like to ask that the Committee budget be included as a reported item on the agenda. Announcements 1. Resignation of Jean Hartley Chair Shirachi informed the Committee about Jean Hartley’s resignation and said that a formal letter had been sent to the Mayor’s office notifying him of her resignation, and of the request for a appointment of another Kona representative to the committee. Committee Member Nagasawa asked how many members are required for the committee. Deputy Counsel Hull said that it depends on the Mayor. Most Committees usually prefer one member from each district around the Island. 2.
