Discussion may include: o Bill 98 (Draft 2), Initiates an Amendment to Article XIII, Section 13-28 of the Hawaii County Charter (2016 Edition), Relating to the Salary Commission (introduced by Council Member Susan Lee Loy). Requires that at least 30 days prior to the approval of any salary adjustment, the Salary Commission submit copies of a detailed report of its findings and conclusions to the Office of the County Clerk and Office of the Mayor, publish a notice that said report is available for public inspection and include in the notice a detailed account of proposed salary increases or decreases, and hold at least one public hearing in either East or West Hawai`i using video conferencing technology to allow for participation from both East and West Hawaii. Salary Commission Page 2 April 26, 2018 approved by a two-thirds vote of the entire membership of the Commission. o Testimony concerning Bill 98, Draft 2, submitted by Hugh Ono, P.E., as a public citizen and not on behalf of the Salary Commission, to the Hawaii County Council at its meeting held on April 11, 2018. (Submitting this testimony on behalf of the Salary Commission would not have been authorized as the content was not discussed at any of the commission's meetings.) o From Human Resources Director William V. Brilhante, dated April 18, 2018, transmitting a chart outlining the anticipated pay increases concerning the various bargaining units, effective on July 1, 2017 through June 30, 2019; and July 1, 2017 through June 30, 2021. (The applicable bargaining units to review are: BU-04, White Collar Supervisory; BU-11, Fire Fighters; BU-12, Police Officers; and BU-13, Professional and Scientific.) B) Rules of the Salary Commission (Salary Commission may discuss revisions concerning their Rules). C) Discussion concerning the election of officers for calendar year 2019. D) Opportunity for Commissioners to request items for placement on the next agenda. 7) Schedule Next Meeting Date 8) Adjournment Executive Session The Salary Commission anticipates convening one or more executive meetings regarding the above matters listed on the agenda, pursuant to HRS Sections 92-4 and 92-5(a)(4), for the purpose of consulting with the Board's attorney on questions and issues pertaining to the Board's powers, duties, privileges, immunities, and liabilities. A 2/3 vote pursuant to HRS Section 92-4 is necessary to hold an executive meeting. The meeting place is accessible to individuals with disabilities.
