Dear Mr. Yee:
SUBJECT: Allotment of funds for preparation of a Kona CDP Open Space Network Plan and
Program; CIP Appropriation no. 5596.57
The Kona CDP Action Committee (Action Committee) requests that the Planning Director seek and
obtain an allotment of funds in the amount of $195,000 for CIP appropriation item no. 5596.57 to
contract with a consultant to develop the Kona Open Space Network (OSN) Plan and Program. The
Action Committee asks that such Plan and Program be prepared in keeping with the OSN vision, goals
and recommended actions for plan development set forth in the attached “Kona Open Space Network
Subcommittee Report” and affirmed by the Action Committee on February 21, 2018.
This allotment of funds and contracting for plan preparation will carry out the Kona CDP Objective ENV-2
Open Space Network, Policy ENV-2.1 Open Space Network Program, and specifically Action ENV-2.1a:
Budget and hire consultant to prepare [the] Open Space Network Program.
At its February 21, 2018 meeting, the Action Committee was advised by a representative of the Mayor’s
office that all or nearly all of such allotment may be available from the current fund balance in the
County’s restricted funds account for “fair share” contributions allocated for parks and recreation
related projects in North Kona.
The Open Space Network is a crucial, indispensable part of achieving the Kona CDP’s vision for compact
urban growth being thoughtfully, respectfully and functionally integrated with our natural environment
in this rapidly growing region of the County. Your leadership in obtaining this requested fund allotment,
and contracting a consultant with the allotted funds as soon as practicable, is vital for the ultimate
success of the Kona CDP in realizing compact, environmentally sensitive urban growth.
