Purpose &Scope of the Hamakua CDP
A Forum for Community Input on:
■ Implement the broad goals within the
General Plan on a regional basis [and]
translate the broad General Plan
statements to specific actions
■ Serve as the forum for community input
into... coordinating the delivery of

Planning Director Recommendations
• Refines language to provide clarifications in policy intent and
implementation
• Changed "shall" to "should" in Policy 8 and Policy 22 to
provide clarity on appropriate use of mandates;
• Deleted 3 policies due to clarifications in State code or
changes to State code including:
• Prohibiting Cesspools in SMA (State essentially `banned'
cesspools in all areas during CDP development);
• Developing Clustered Rural Subdivisions (State minimum
lot sizes preclude this strategy);
• Allowing farmers' markets or roadside stands on ag land
(Changes to State code now allow as permitted uses);
• Added New Policy 39 directing future amendments to
zoning code to develop a cliff setback. Note: this policy
does not prescribe what the cliff setback will be and
requires future action to amend the zoning code

Several (31) community members attended the Steering
Committee Meeting to review the Agency review
comments &Director's Revisions.
The Steering Committee and members of the public
asked questions and gave feedback on the revisions.
