Heather please submit my testimony to the Action Committee.
Regarding: Policy Tran 3-4 Retrofit of Existing Streets.
Please retain "shall" to provide bike and pedestrian ways on existing streets. The language,
"To the extent practicable" removes the need to change shall to should. By putting should,
you will frustrate the clearly expressed will of the community to have pedestrian and bike
ways on all existing streets.
A good example is Mamalahoa Highway where pedestrians cannot walk safely.
