SOLID WASTE DEMOLITION DIVERSION REPORT
Guidelines
INTENT AND PURPOSE
These guidelines are intended to establish criteria for reviewing solid waste demolition diversion plans,
for which special conditions are placed on select developments. The solid waste demolition plan will be
used to: (1) promote and implement recycling and reuse programs to divert construction and demolition
wastes from County landfills, (2) identify and quantify the anticipated waste generated by the demolition,
(3) detail site specific hazardous waste investigation and disposal procedures, and (4) document recycling
and reuse procedures. (All the information from the report can be presented on the demotion plan sheet
and a separate report is not required then.)
REPORT
At a minimum, the report will contain the following:
1. Description of the demolition project and the types of waste it may be generating: i.e. analysis of
anticipated waste volume and composition.
2. List materials to be recycled, reused, and associated sorting procedures. Also, designation of a
responsible party for overseeing and documenting this effort.
3. Identification of the proposed recycling, reuse or disposal site(s) for the various components of
the waste and recyclable/reuse commodities. Per Section 20-43 of the Hawai`i County Code, use
of the County transfer stations for disposal of (among other things), construction and demolition
wastes is prohibited.
REQUIREMENTS AND CONDITIONS
1. A solid waste demolition diversion plan will be prepared for all commercial, industrial, and
multiple structure demolition projects, as defined under the policies of the Department of
Environmental Management, Solid Waste Division.
2. The Department of Environmental Management will require the applicant to provide or resolve
all recommendations and mitigation measures as outlined in the solid waste demolition diversion
plan; in addition to any conditions placed on the applicant herein.
3. The applicant is responsible for complying with applicable Federal, State and County of Hawai’i
solid waste laws, regulations, and administrative rules. The applicant is also responsible for
certifying that the solid waste demolition diversion plan is executed.
