North Kohala Community Access Group
March 7, 2018 (Old State Judiciary Building 4:30pm)

❖ Pololu Lookout
o State Na Ala Hele is supporting a legislative bill on CIP that includes Pololu
Lookout.
■ They would like funding to do a survey of the state lands at the lookout
area.
o The growth management group is keeping in touch with the
subdivision/consolidation application for Surety.
■ They hope that there could be a land swap for a new parking lot area.
❖ Niulii
o Cheryl Lupenui (CEO) of Kohala Center attended this meeting and said they will
have a meeting with the community for input on the land area when it is
appropriate.
■ They are interested in identifying local ancestors of this area.
o They are working with a neighboring owner on his waterline easement issue.
o The land sits idle right now while they are doing soil sampling.
❖ Hapu'u — Kapanaia
o HILT did a tour of the Hapu'u-Kapanaia corridor for potential supporters for
more purchases in that area.
■ This may have an impact on private -public matching funds to purchase
public lands.
o Charlie Anderson's property (Half O' Kaiili) is in escrow and is ready to close.
■ This public purchase is using total funding from PONC.
o Pacific Plains lands was approved by the county council to enter into negotiations
for PONC purchase.
■ PONC will wait to negotiate until the Hali O' Kaiili parcel has closed
escrow.

• o NSTR - Need update from county planning department on GOE.
•'• Pahoa Beach
• o NSTR - Need update from county planning department
❖ Upolu Airport East
o Landowners and the county have not agreed on the parking lot for access.
o EWM, the owner, is working on a solution to the access issues.
❖ Upolu Airport Restoration
o Kohala Lihikai is having high a school senior do soil erosion for their senior
proj ect.

• o Sale of the Parker Ranch duplex area (17.5 acres) is in escrow.
■ Regardless of the sale this area has been nominated to PONC.
❖ Pali A' Kamoa
o We'll have someone get in touch with the new owners to address the trail access.
o Na Ala Hele has this trail area on their CIP, but needs funding from the state
legislature.
•'• Kukuipahu
• o NSTR
❖ Lamalaloa - South of Lapakahi
o This area will be re -nominated to PONC.
•'• Kaiholena
• o Ala Kahakai is working on a management plan and has contacted the county.
o Kohala Lihikai applied for the PONC maintenance grant for Kaiholena & Pao'o.
❖ Kapalaoa
o This area is 63 acres south of Kaiholena and has been nominate to PONC.
❖ Kohala Shoreline LLC.
o The owners went to the Board of Appeals to appeal the planning director's
decision to r-ejeet calling for more historic preservation work for their EA.
■ NKCAG and 14 others testified supporting the director.
■ The landowner withdrew their appeal.
■ The landowner will meet with community groups to get input on their
development.
❖ Kohala Kai
o Ala Kahakai NPS is working on the conservation easement at their land
management office in California.
❖ Kohala Waterfront
o NSTR - Need update from county planning department.
❖ Rails to Trails
o NSTR
❖ New Items
o The Action Committee and the NKCAG will ask the planning director to appoint
a county planner with special focus on public access issues.
❖ Next meeting
o April 4, 2018 starting 4:30pm, in the old State Judiciary Building.

❖ Pololu Lookout
o State Na Ala Hele is supporting a legislative bill that is in 1St reading on CIP that
includes Pololu Lookout.
■ They are asking for improvements to the existing lookout parking lot and trail.
o Surety is working with DOT, which is also asking for $500,000 for roadway
improvements and funding for the parking land.
❖ Niulii
o NSTR (Nothing Significant To Report).
❖ Hapu'u — Kapanaia
o Charlie Anderson's property (Half O' Kaiili) has closed escrow for PONC purchase. A
blessing ceremony is being planned.
•'• Halelua
• o NSTR - Need update from county planning department on GOE.
•'• Pahoa Beach
• o NSTR - Need update from county planning department.
■ The public access is not finished.
❖ Upolu Airport East
o EWM's representative asked if can we agree to make limited access.
■ Limited access would need some non-profit organization to hold keys for access.
o We should revisit existing access & proposed access from EWM.
❖ Upolu Airport Restoration
o Plants and other soil erosion methods are working well.

• o The Parker Ranch duplex area has closed escrow, and the new owner is from Seattle.
❖ Pali A' Kamoa

o The owner's representative will be attending one of our future meetings.

o NSTR - Need update from county planning department.
❖ Rails to Trails
o Meredith Speicher of the Rivers, Trails and Conservation Assistance Program, NPS will
be at jour next meeting to give a short report.
❖ New Items
a Hawaiian Island Land Trust and NKCAG members Joe, Ralph, Toni and Beth hosted a
tour of Kapanaia and Hapu'u for possible donors to help in the purchase of lands in the
Kula Iwi O Kamehameha. Meanwhile PONC will be submitting Legacy Land
application for the Pacific Plains lands at Kapanaia this year.
o The State has been asked to quit claim an old government roadway above Kynnersley
Road that is identified on the NKCDP for future use as mauka makai access to the
proposed Mountain Trail. Toni is submitting maps and material to Planning Dept. for
comments to DLNR Land Division.
