Dear Mr. Yee:
SUBJECT: Allotment of funds for preparation of a Kailua Redevelopment TOD Village Scale
Plan; CIP Appropriation no. 2017042
The Kona CDP Action Committee (Action Committee) requests that the Planning Director seek
and obtain an allotment of funds in the amount of $150,000 for CIP appropriation item no.
2017042 to contract with a consultant to undertake preparation of a Kailua Redevelopment TOD
Village Scale Plan, in keeping with the vision, goals and recommended actions for this plan
development set forth in the Transportation and Land Use sections of the Kona CDP.
The Action Committee understands that additional funding will be necessary for a
Redevelopment Plan to be fully developed and completed, yet finds the need to undertake this
process as being urgent, given the deteriorating condition of certain Village features such as Hale
Halawai and the lack of critical facilities including public restrooms and parking facilities for
both residents and visitors to this important, popular and cherished community activity center.
After discussions with various Kailua Village stakeholders (property owners and representative
groups), the Action Committee believes the best course of action is for the County, with and
through its contracted planning consultant, to work with the well-established, well-informed and
appropriately representative Kailua Village Business Improvement District leadership in scoping
and formulating this important plan. We urge you to seek and obtain an additional appropriation
and funding allotment for the additional funds necessary for completion of this requested plan as
soon as possible after the basic plan formulation phase suggested here.
