The Action Committee understands that additional funding will be necessary for a Redevelopment Plan to be fully developed and completed, yet finds the need to undertake this process as being urgent, given the deteriorating condition of certain Village features such as Hale Halawai and the lack of critical facilities including public restrooms and parking facilities for both residents and visitors to this important, popular and cherished community activity center. After discussions with various Kailua Village stakeholders (property owners and representative groups), the Action Committee believes the best course of action is for the County, with and through its contracted planning consultant, to work with the well-established, well-informed and appropriately representative Kailua Village Business Improvement District leadership in scoping and formulating this important plan. We urge you to seek and obtain an additional appropriation and funding allotment for the additional funds necessary for completion of this requested plan as soon as possible after the basic plan formulation phase suggested here.
