LEPC MEETING MINUTES
HAWAII COUNTY CIVIL DEFENSE
May 23, 2013, 10:00am

I. Call to Order – 10:06am by Chair Henry Silva
II. Approval of minutes from February 14, 2013 meeting – No objections to
minutes, minutes adopted
III. Tier II project report – John Peard reported that Tier II ad was put in the
Hawaii Tribune Herald and West Hawaii Today. Denise Laitinen, who is very
knowledgeable with Social Media, gave us an overview of how social media
can assist us to get the word out about Tier II reporting. We discussed the
possibility of creating a committee to look into this possibility.
IV. School labs and chemicals update – addition to school inspection form. Henry
Silva stated that we are in the process of performing inspections at the schools
for hazmat chemicals. He suggested that we could possibly have the HFD
hazmat team assist with this and do a radiological sweep of the schools. He
also mentioned that there was at least one case on the mainland that
radiological substances were found while performing these inspections.
Darryl Oliveira stated that he would assist to facilitate if something is found in
the schools. A suggestion was made to create a committee to help address this
issue. Travis Hiramoto is assisting with the forms that we may be able to use
for these inspections. EPA also recognizes the need for school clean up.
V. County reports:
Civil Defense – CD-1 Darryl Oliveira stated that we have partnered with
PGV officials to create a response guideline to incidents at their facility.
There was an incident that occurred on 3/13/13 at the PGV facility. An
AAR was done and some recommendations and changes were made. We
are currently using EPA exposure guidelines for our actions taken. We are
also looking into increasing our modeling capabilities. Other
recommended changes were to call 911 instead of the non-emergency line.
Darryl also informed us that hurricane season is upon us and that they just
had completed an exercise, Makani Pahili, to evaluate our response
capabilities.
Fire – Mike Uchida briefly spoke about HFD hazmat involvement into the
last incident at PGV and made some suggestions for any release, to
identify whether it is an abated or non-abated release.
Police – no report given
VI. Industry partners reports –
PGV – Ron stated that due to the problems with communication with the
last incident, they have put up a micro tower. He also reiterated what
Darryl Oliveira had stated and addressed the recommendations taken away
from the AAR.
Harbors – Russell Moore talked about their involvement with the Marine
Spill Response Center (MSRC) and the possible expansion of pier IV
pollutants. He also discussed the possibility of importing bio fuel.
VII. Department of Health HEER report – Sharon Leonida discussed the incident
in West Texas. She reiterated that associated press had requested specific
information but only limited information could be given out due to strict
control on this. She also stated that any requests for local tier II report
information must be requested through the DOH HEER office.
Harold Lau reported that the HMEP grant had been completed for next year.
John Peard reported that they are in the process of taking samples from the
pesticide mixing areas to identify areas to clean up soil arsenic contamination
by the schools and also at Waiakea pond.
VIII. New business – CD reported unexploded ordinance identification off
Kawaihae road in Sandalwood subdivision
Concerns with bio diesel, and the readiness of HFD to respond to these
incidents.
IX. Announcements - Mike Uchida requested funds from the LEPC to fund three
personnel to attend this years Hazmat Continuing Challenge in Sacramento,
CA. Jack Roney moved to allocate $6,000 for this purpose, Russell Moore
seconded the motion.
