HI County LEPC Meeting Minutes
County Building Puna Conference Room
December 5, 2017 10:00am
Members Present: Gerald Kosaki, Chair; John Bowen, Hazmat consultant; Michel Uchida, HFD

I. Call to Order
Meeting called to order at 10:10 am by Chair Gerald Kosaki.
II. Minutes
Approval of the September 12, 2017 meeting minutes. Minutes was approved as circulated.
Chair Kosaki to post minutes of the meeting on the county website.
III. Continuing Challenge Recap
There were four personnel from HFD who attended. Mike Uchida reported for the 4 HFD
personnel who attended this training conference. Mike brought up some concerns about getting
approval earlier for class selection and to catch an earlier flight due to the time change. John
Peard inquired about the sensors being discontinued and concerns about the capabilities of the
hazmat team and Sharon inquired about the life span of the equipment. Their reports were
circulated and will be posted on the LEPC website.
IV. County Reports
1. Fire/Hazmat –
a. Colin Hashiro from Hawaii Gas attended the meeting and spoke about the
propane tanker truck that overturned in Honomu. There were a few questions
about the product in the tank and where it was leaking. The report to HIOSH
was completed and the case is now considered closed.
b. Mike Uchida spoke about the incident at South Point green sands that involved a
55 gallon drum of a corrosive material that was leaking that was reported by a
fisherman. The incident was mitigated by putting the drum in an over packing
container and HEER was notified.
2. Dept. of Ag – Cal Westergard stated that there was a tabletop exercise here on the big
th
island on Nov. 7 and they are planning a full scale exercise in 2018.
V. Industry Partners Report
1. Media – Chris Leonard stated that he is still trying to get the state plan revised and
updated. He gave several examples of the breakdown in communications to the public
and spoke about possible solutions. Lots of good information.
VI. State of Hawaii
1. DOH HEER –
a. John Peard stated that they did some testing and found that there was some arsenic on
the land in Kekuanaoa/Mililani area. Whoever will purchase this land will need to
do the clean up there. There was an old plant there from 1930-1960 that
manufactured building materials. They made pressed boards that was laced with
arsenic. An environmental study would subsequently need to be done.
b. Wailoa Park will close for renovations. The DOH will check for arsenic along the
edges and in the sediment of the pond.
c. There are brownfields workshops throughout the nation that addresses the clean-up of
contaminated properties of which non-profit organizations are invited to participate.
The DOH are doing sample spot checks at old sugar cane and other mixing sites
where pineapple was grown to identify if there are residual pesticides in the soil. If
found, the current landowner will then be notified. By identifying the TMK, you can
go online to check if there is contamination on the site.
VIII. New Business
1. EOP/ERP – Statewide the counties are reviewing their EOP and ERPs. No new
developments on status.
2. There will be a Hazmat Technician class beginning on March 5, 2018. We will have 12
HFD personnel attending this class.
X. Next meeting: Next meeting was scheduled for March 8, 2017 at a venue TBD.
