HI County LEPC Meeting Minutes

I. Call to Order
Meeting called to order at 10:03 am by Chair Gerald Kosaki.
II. Minutes
Approval of the December 6, 2016 meeting minutes. Minutes was approved as circulated.
Chair Kosaki to post minutes of the meeting on the county website.
III. Hazmat Training
a) Chair Kosaki discussed the venues for the Hazardous Materials Technician course and
how HMEP grant monies is spent on Hazardous Materials Technician training. The
course is held annually on Oahu and alternate between Maui and Hawaii island. This
year, Maui elected not to host and Hawaii island did not want to pursue either. Chair
Kosaki had a discussion with Harold Lao to use the allocated money from this training to
conduct a tabletop exercise (TTX) to test the ERP. Henry suggested to send HFD
personnel to the Oahu course since there are 6 FFs who are interested to attend on their
own time. Chair Kosaki will explore this possibility.

b) Training with the 93 CST occurred at the end of February 27 through March 3 in Hilo
and in Kona. They also conducted a tabletop exercise and incorporated the EOC on the
final day of training to exercise its capabilities and procedures.
IV. County Reports
a. Civil Defense – Committee members were introduced to Talmadge Magno, the new Civil
Defense Administrator.
b. Fire – Capt. Mike Uchida : no update at the present time
c. Police – No representative present
V. Industry Partners Report
a. PGV – No representative.
b. BEI – discussed chlorine tank failure and subsequent gas release. Cory Harden asked if
BEI plans to relocate to another location since the current business is relatively close to
residential homes. BEI stated HAZMAT materials are stored in a concrete room, the
facility has multiple chemical sensors placed throughout the property and numerous
agencies perform assessments and inspections of their business. The business is
deemed safe for its current location. However, any future plans to move will be a
corporate decision.
c. HEP – Dave Cummings stated he plans to participate as an observer for Honokaa
Hospital’s next drill, which will be an active shooter exercise. The drill is expected to
originate at the clinic, move towards the hospital, and finally end in the community.
Exercise to take place in April.
d. Harbors – No representative
e. HELCO – Representative not present at time of report
VI. Community Report
State DOH – Department of Agriculture (DOA), Pesticide Division, is planning a ½ day
Pesticide Workshop and Exercise for all counties. This is in response to on-going releases
in the communities – statewide and the affects it’s been occurring near schools. HI County
recently experienced two such incidents. The DOA is planning to invite several state,
county and private business as participants with each county to have their own exercise.
Oahu is expected to be the first training venue.
VII. Department of Health HEER Report
a) J. Peard was not present.
b) A question was asked if the storage tanks along Kalanianaole Avenue is planning to
relocate to another location. It was discussed that relocating the tanks to another
location away from the pier would require additional underground pipelines and
resources, including increased financial burden on businesses. It was noted that the
greater threat is the transportation of fuel around the island via fuel tankers.
c) S. Leonida presented a copy of the Colorado Marijuana Facility Compliance Report.
Colorado has one of the largest marijuana industries in the nation and is having a difficult
time with regulating this industry.
VIII. Budget
a) Chair Kosaki distributed copies of the Financial Report (unaudited).
b) Chair informed the committee members that he plans to meet and discuss with the
HAZMAT Captains on what equipment they may need and to prioritize the procurement
of said equipment.
c) Chair identified and discussed three training venues: Continuing Challenge (CA)
September 2017, NASTTPO (FL) May 2017, and Hot Zone (TX). Chair and members
discussed the merits between all three programs. Motion made and seconded to send
three HI county members to the Continuing Challenge and one representative to
NASTTPO. A deadline of March 16, 2017 was set for anyone interested in attending the
NASTTPO conference. Contact Chair Kosaki directly.
IX. New Business
a) Meeting with Mayor Kim – Chair Kosaki met with Mayor Kim to discuss goals and
objectives of the LEPC and the continued support needed from the county. Mayor Kim
was receptive to the information and assured Chair Kosaki that someone from HCCDA
will participate as an active member of his administration.
b) EOP/ERP – Statewide the counties are reviewing their EOP and ERPs. While the EOP
functions countywide, the ERP is specific to agencies. Tetra Tech was hired to review,
assess and revise the county’s documents. They will provide an initial draft within the
next few months. LEPC member T. Aruga will convene a committee to review the draft
changes and report back to the committee. The start to completion process is estimated
at 6 months.
c) Proposed legislature Tier II fee increase – HB 1110 and SB 976 was introduced this year
to raise the Tier II fee from $100.00 to $200.00. The increase in fees is designed to help
responders address HAZMAT preparedness and response. Both House and Senate bills
received positive testimony in full support of moving it forward.
d) J. Bowen reported someone’s family pet died from rat poison and is concerned about the
storage of hazardous materials in the community. First responders should be cautious
when responding to incidents.
X. Next meeting: Chair Kosaki will send out an email on the next proposed meeting date.
XI. Adjournment: Meeting adjourned at 11:26.
