HI County LEPC Meeting Minutes
County Building Puna Conference Room
March 8, 2018 10:00am
Members Present: Gerald Kosaki, Chair; John Peard, DOH HEER; Ron Quesada, PGV; Newton
Inouye, Civilian Representative; Tracy Aruga, Hilo Medical Center; David Cummings, Hamakua
Energy; Eric Honda, DOH Environmental Health. Non-Members: Sharon Leonida,
DOH-HEER
I. Call to Order
Meeting called to order at 10:06 am by Chair Gerald Kosaki. No quorum present.
II. Minutes
Approval of the December 5, 2017 meeting minutes. Minutes was approved as circulated.
Chair Kosaki to post minutes of the meeting on the county website.
III. Budget Review
A. Budget as of 1/31/2018. Balance sheet of assets and liabilities circulated for review.
Discussion of budget and informed that money collected is allocated after 2 years from the
State.
B. Washington state created a brochure to inform businesses of Tier 2 submittals. Hawaii’s
brochures have been updated and a template will be forwarded to chair from Oahu HEER
office. Tracey Arruga feels that the LEPC should not be seen as a source for purchasing
equipment for HFD in the long term. HFD should use their own budget to purchase
equipment.
IV. County Reports
A. Civil Defense-Nobody present
B. Fire/Hazmat-Upcoming CST training in April. 4/9 tabletop, 4/12 full scale exercise.
Submitted AFG grant for $ 240,000 to update IED equipment. Also put in for Rahman
detector. Award has been given for new Hazmat suits. Level A and Level B suits being
purchased and 1 free pressure tester will also be given from manufaturer. Hazmat technician
class will be a 160 Hr. class and 12 firefighters will be attending.
C. Police- Major O’ Connor has been promoted to Assistant Chief so a new LEPC
representative is needed.
V. Industry Partners Report
A. Hamakua Energy LLC- Name change
B. PGV-Ron is the EHS Manager since Muriel has left. Did a tour for HFD,
Kaumana hazmat Unit. Outage scheduled for the last week of March
VI. Community report - Terry Napeahi(community member)-contacted Civil Beat
regarding community concerns; Facilities located in Keaukaha
VII. State of Hawaii – DOH HEER
A. Barbara Brooks (HEER Toxicologist) retired in February.
B. Planning a table top exercise w/DOA for pesticide exposure in HSERC. Planning a full scale
exercise on the big island for pesticide exposure in the future
C. John Peard reported the newspaper ad for Tier 2 submittals was published in February.
Recommendation that maybe a college intern could do a study on increase or decrease in
applications and compare on the type of companies located in Hawaii island that might fit the
criteria. LEPC could pay for intern.
D. Study of lead exposure, Chlordane and Arsenic contamination in soil at public schools.
Follow up action is needed, negotiating with DOE on a statewide level on the older
buildings.
VIII. New Business
A. Henry Silva has resigned as the Co-chair of the LEPC
B. FBI IED training-Sending 5 HFD personnel to Oahu in April; Evidence base training
C. NASTTPO attendance-Terry Napeahi will be attending
X. Next meeting: Next meeting was scheduled for May 24, 2018 at a venue TBD.
