<br />HI County LEPC Meeting Minutes <br />SPECIAL MEETING <br />County Building Puna Conference Room <br />April 2, 2018 9:00am <br /> <br />Members Present: Gerald Kosaki, Chair; Michel Uchida, HFD Hazmat; John Peard, DOH <br />HEER; Chris Leonard, New West Broadcasting; Cal Westergard, Dept. of Ag; Talmadge Magno, <br />CD; David Cummings, Hamakua Energy; Ron Quesada, PGV; Terri Napeahi, Keaukaha Action <br />Network; Eric Honda, DOH Environmental Health. <br />I. Call to Order <br />Meeting called to order at 8:59 am by Chair Gerald Kosaki and stated reason for this special <br />meeting. Business could not be conducted at our last meeting due to a lack of quorum. <br /> <br />II. Budget Overview <br />The 2018 LEPC budget was discussed identifying the current financial status of the LEPC. <br />III. New Business <br /> <br />1. FBI IED class – Proposal for 4 HFD personnel to attend on April 4 or 5. Chris Leonard <br />nd <br />made a motion to allow 4 attendees and allocated an amount of $1,000. There was a 2 <br />by Newton. <br />2. NASTTPO – There was only one person who requested to attend, Terri Napeahi. There <br />were some concerns brought up about Terri attending since she recently pulled papers to <br />run for office as a Representative in Hilo. Gerald will check with Corp Counsel to see if <br />this violates any County code or rule. The committee approved to allocate $6,000 to <br />allow Terri to attend. The attendance for the LEPC Chair is paid for by the HMEP grant. <br />nd <br />Michel made a motion and Dave Cummings 2. <br />3. Continuing Challenge – The upcoming Continuing Challenge will be held in Sacramento <br />in September. Eric Honda made a motion to allow 4 HFD hazmat personnel to attend <br />nd <br />with an allocation of $12,000. Newton 2 the motion. Gerald will send out a <br />solicitation memo. <br />4. Gerald discussed the County of Hawaii ERP revision that is being completed by Tetra <br />Tech. Gerald and Talmadge from CD met with them and a draft copy will be sent out <br />for review soon. <br /> <br />X. Next meeting: Next meeting was scheduled for May 29, 2018 <br /> <br />XI.
