HI County LEPC Meeting Minutes
SPECIAL MEETING
County Building Puna Conference Room
April 2, 2018 9:00am
Members Present: Gerald Kosaki, Chair; Michel Uchida, HFD Hazmat; John Peard, DOH
HEER; Chris Leonard, New West Broadcasting; Cal Westergard, Dept. of Ag; Talmadge Magno,
CD; David Cummings, Hamakua Energy; Ron Quesada, PGV; Terri Napeahi, Keaukaha Action
Network; Eric Honda, DOH Environmental Health.
I. Call to Order
Meeting called to order at 8:59 am by Chair Gerald Kosaki and stated reason for this special
meeting. Business could not be conducted at our last meeting due to a lack of quorum.
II. Budget Overview
The 2018 LEPC budget was discussed identifying the current financial status of the LEPC.
III. New Business
1. FBI IED class – Proposal for 4 HFD personnel to attend on April 4 or 5. Chris Leonard

made a motion to allow 4 attendees and allocated an amount of $1,000. There was a 2
by Newton.
2. NASTTPO – There was only one person who requested to attend, Terri Napeahi. There
were some concerns brought up about Terri attending since she recently pulled papers to
run for office as a Representative in Hilo. Gerald will check with Corp Counsel to see if
this violates any County code or rule. The committee approved to allocate $6,000 to
allow Terri to attend. The attendance for the LEPC Chair is paid for by the HMEP grant.

3. Continuing Challenge – The upcoming Continuing Challenge will be held in Sacramento
in September. Eric Honda made a motion to allow 4 HFD hazmat personnel to attend

with an allocation of $12,000. Newton 2 the motion. Gerald will send out a
solicitation memo.
4. Gerald discussed the County of Hawaii ERP revision that is being completed by Tetra
Tech. Gerald and Talmadge from CD met with them and a draft copy will be sent out
for review soon.
X. Next meeting: Next meeting was scheduled for May 29, 2018
