❖ Pololu Lookout
o No report yet on legislative funding
o There will be a Na Ala Hele advisory board meeting to address the trail at Polulu.
o Surety and the state are in communication on the proposed parking lot land.
❖ Niulii
o The Parks, Water, & Roads committee is working on an emergency by pass road (Pratt
Road) from Nuilii till Halawa.
❖ Hapu'u — Kapanaia
o Hale O' Ka'ili Heiau needs a management plan to keep people out.
■ Kohala Lihikai will be applying for stewardship through the County Maintenance
Fund.

o The land next to it, mauka of the airport, sold to Kuleana Spirits, the rum -producing
company.

owners of the 17.5 acres, Honoipu Hideaway LLC.

■ The state did a quitclaim an old roadway to the county.
■ We should contact the county planning department to address public access on this
parcel
• The county can attach a GOE amendment for public access if the county
wants to sell it to adjoining landowners

❖ Pololu Lookout
o Na Ala Hele reported that the legislative funding for planning changes in the Pololu
lookout were not passed. Also that DLNR has signed a Letter of Intent to work with Surety
Kohala Corp. on a consolidation/resubdivision that would involve land exchanges between
the parties. No details on the deal are available, but it could end with the State getting the
floor of Pololu Valley and a parking area near the lookout. What Surety would get is
unknown.
o There will be a Na Ala Hele advisory board meeting to address the trail at Polulu in Hilo
on June 20.
❖ Niulii
o A work party for clearing the emergency by pass road (Pratt Road) from Nuilii till Halawa
has been scheduled for July 7. Contacts for participation are Jeff Coakley and Sarah Fujii -
Pule.
❖ Hapu'u — Kapanaia
o A blessing will be held in the near future for the land at Hapu`u Bay, including Hale O
Ka`ili Heiau, which has been purchased by the County.
o The fencing of the Misty Kai property has been completed and allows pedestrian access
makai of Kapalama Heiau and the pasture.
o The forms for nominating the 93 -acres Kapanaia land to the State Legacy Land
Preservation Commission are complete and the County is expected to file them in July.

• o A formal report was made to the Planning Department calling for the completion of the
Grant of Public Access Easement (GOE) on this land and others on the agenda. No
response from PD yet.
•'• Pahoa Beach
• o The problems the location of the lateral access and enforcement of blockage of the trail
were also included in the report to the Planning Department.
❖ Upolu Airport East
o The land mauka of the airport, which sold to Kuleana Spirits, the rum -producing company
will be inspected by Ala Kahakai and Meredith Speicher of NPS for historic easements of
a roadway and the Railroad right-of-way.
o The GOE for Upolu East was also a topic in the report to Planning Department requesting
help in solving differences in the location of the parking and trail.

• o Ala Kahakai has established that the ancient mauka-makai trail is on this property

o We will check this month with Planning Dept. about any updates on the EA.

o Because of the excessive construction of rock walls at this subdivision, the CDP Action
Committee is considering an informational brochure that, among other things, warns
property owners, realtors and builders to have wall builders identify where the rocks they
are using came from. Theft of rocks from State land and historic sites is on the rise.
•'• Rails to Trails
• o Meredith Speicher of RTCA will be at our next meeting to give a report.
o Application will be made this month to extend the RTCA assistance grant for another year.
❖ New Items
o Kynnersley old roads.
• The Planning Department (LeAna GLoor) said it will work with the Access Group
in determining the status of a GOE or access agreement, if it decides to sell the old
roadway to adjoining owners.
o Hoea Road oceanfront parcel is for sale. It is not known if it is subject to a Surety
subdivision requirement for a GOE. An access buffer is needed on this property.
o The AC will be reviewing strategies and goals of the NKCDP in an attempt to prioritize
the issues most important to those working with the CDP. Toni will prepare a list of the
strategies mentioned regarding Access and circulate them via email to allow everyone to
vote for their priority issues before next meeting.
