CALL TO ORDER
Commissioners Present: Shaun Roth, Zon Sullenberger, Michaela Ikeuchi, Jasmine Crusat,
and Bryant Ching.
Absent and Excused: Peter Dahlberg, John Hetherington, Mark Van Pernis, and Ann
Kern.

A quorum was present, Chairman Shaun Roth called the meeting to order at 5:15 p.m. and the
Commissioners introduced themselves.
APPROVAL OF MINUTES
Minutes of the Meeting of March 6, 2018.
Chairman Roth asked if there were any corrections to the minutes. No corrections were offered
and the minutes were approved as circulated.
STATEMENTS FROM THE PUBLIC ON AGENDA ITEMS
There was no one from the public who wished to testify on any items on the agenda at this time.
NEW BUSINESS
1. The applicant, Dennis Bartlett, is proposing to construct eight (8) – two-story dormitory
buildings, with a light color scheme, referred to as Village 5, at the campus of the University
of the Nations Kona Inc., located on a parcel that is situated between Hualalai Road and
Kuakini Highway, in Kailua-Kona, HI.

Mr. Dunlap presented a slideshow of the project, giving a brief overview of the applicant’s
submittal and described the proposed project to KVDC. Terry focused on the enlarged area of
the site plan with the buildings and pedestrian paths and how they work through the site, parking
is not available next to the new dormitory buildings at this phase. Mr. Dunlap explained that the

elevations showed two-story buildings that will match the existing buildings onsite, in both
design and color.
Mr. Bartlett, general contractor and Dave Drahn, representative for the University, explained that
there were prior KVDC approvals about ten years ago. Mr. Bartlett said the buildings as shown,
are the 8 buildings and that they want to build the first two, then work up the hill for the rest of
the buildings, and. Mr. Bartlett showed the cafeteria building and existing roads in place, and
that they want to start with the first two of the eight buildings, and that the colors match the
existing buildings. Dave Drahn explained he has been involved in design development for about
6 years. He answered a question about the student enrollment, and the reply was that there has
been about a 20% increase pretty steadily over the last few years, and that there are about 600-
800 students per quarter, and another 200 off campus, and 400 teaching staff, and they expect an
additional 250 students in the Fall. Mr. Bartlett said the University is growing so they need more
housing. The Commissioners also inquired about the elevations and it was explained that the
design matches the elevations of the existing buildings except the new building step up about
two feet every set of units.
Mr. Dunlap also pointed out that the proposed buildings cannot be seen from the nearby
roadways that would be located up the hill.
It was moved by Commissioner Sullenberger and seconded by Commissioner Crusat that the
Commission forward to the Planning Director a recommendation for approval of the proposed
project as submitted. (Five Ayes, unanimous vote).
ANNOUNCEMENTS
There were no announcements.
ADMINISTRATIVE MATTERS
Mr. Dunlap distributed a letter drafted by Commissioner Hetherington to be placed on the
agenda for the next meeting scheduled for June 19, 2018 for discussion. The draft letter is a
request that the Planning Department through its Long Range Division inform the Commission
of any proposed changes or revisions to the Kona Community Development Plan and the County
General Plan.
Chair Roth provided a report regarding a meeting that he attended at the request of the County
regarding the Sentinel Development, Niumalu Market Center Development project heard at the
last KVDC meeting held on March 6 2018. The Sentinel Development, Niumalu Market Center
Development project was approved with conditions, one of the conditions, that all the roof would
be designed to match one of the roof designs. The applicant requested a meeting to discuss this
condition and to see if there redesigned proposal would meet that condition. Chair Roth shared
that some of the roofs matched the conditions, and that the development would be constructed in
phases with the buildings with roof designs that were of question not part of the first phase. It
was decided at the meeting that these other roof designed buildings would need to come back for
further review with the KVDC if the Planning Department could not make a determination based
on their elevations that they met the conditions of approval by KVDC. Mr. Dunlap also provided
clarification that he asked for a letter defining what would be proposed for Phase I construction,
including the landscaping and that the developer was informed that the landscaping along the
public roads of the project would need to be installed in phase 1.

Mr. Dunlap announced that there were two applications received for the June 19th, 2018 KVDC
meeting and handed out the application packet and said that the information will be out to the
other Commissioners. The first one was for signage, and the second was for the Regency at
Hualalai.
ADJOURNMENT
There being no further business, Chairman Roth adjourned the meeting at 5:38p.m.
