CHARTER AMENDMENT NO. 6 <br />ELIMINATE SAFETY COORDINATOR POSITION <br />BE IT ENACTED BY THE PEOPLE OF THE COUNTY OF HAWAII: <br />Section 1. Section 5-6.2 of the Hawaii County Charter is repealed. <br />[Section 5-6.2. Safety Coordinator. There shall be a safety coordinator who <br />shall be appointed by the mayor and may be removed by the mayor. The safety <br />coordinator shall: <br />(a) Inspect county -owned or control equipment, buildings and facilities. <br />(b) Review operating practices of the various county agencies. <br />(c) Investigate accidents involving county personnel, equipment, buildings <br />and facilities. <br />(d) Make recommendations for prevention and reduction of industrial <br />accidents. <br />(e) Review, process and maintain workmen's compensation records for the <br />county. <br />(f) Perform such other duties as may be requested by the mayor.] <br />Section 2. Section 7-1.4 of the Hawaii County Charter is amended to read as follows: <br />"Section 7-1.4. Powers, Duties and Functions. The director of civil service <br />shall be responsible for the personnel management program of the county with two <br />distinct categories of duties. The major duties shall be in the areas of equal employment <br />opportunities, personnel development, personnel deployment, personnel relations and <br />personnel welfare[.] including employee safety and workers' compensation. The <br />secondary duties of the director shall be the administration of the civil service system and <br />the maintenance of the aims and mechanics prescribed by statute. The director shall be <br />the administrative head of the department of civil service and shall be responsible for the <br />proper conduct of all the administrative affairs of the department and for execution of the <br />personnel program prescribed by this charter, ordinances, laws and regulations. The civil <br />service commission shall function according to statute. The director shall provide <br />technical and clerical staff services to the commission." <br />Section 3. Charter material to be repealed is bracketed. New charter material is <br />underscored. <br />Section 4. This amendment shall take effect at noon on the first Monday in December <br />following its approval by the voters. <br />COUN\ 125\FIN A L\S AFTY-000 R <br />
