I have enclosed with this letter the final work of the 1999-2000 Charter Commission,
which consists of :
(1) Final Language for Ballot;
(2) Final Digest of Charter Amendments;
(3) The final proposed changes to Charter language, Proposed Amendments 1-16.
I have also enclosed a diskette whichcontains these in Word 6.0 format.
The "Final Language for Ballot" should be the wording of the questions framed in the
November ballot.
The Charter Commission will be printing copies of the Digest and distributing them. The
Charter Commission will also arrange for publication of the Digest in the two local newspapers
and the RFD not less than 45 days before the general election.
The Commission has asked for your cooperation in placing the Digest in the various
polling places and, if legally permissible, in the voting booth.
Please do not hesitate to call me should you have any questions, and thank you for your
anticipated cooperation.

In compliance with Section 11-156, I lawaii Revised Statutes, 1, Alan Konishi;
County Clerk, County of I lawaii, in the capacity of the chief election officer of the
County pursuant to Section 3-6(b)(3) of the Hawaii County Charter, do hereby certify
that sixteen proposed amendments to the I lawaii County Charter were submitted to the
voters ol'the County of Hawaii on November 7, 2000. I hereby further certify that
sixteen of the proposed amendments were duly approved by a majority of the voters
voting upon said amendments:
Proposal 1 NON PARTISAN ELECTIONS: Should all county officers --
mayor, county council, and prosecuting attorney --be elected in
nonpartisan elections, with no party identification appearing on the
ballot?
