FORMED TO INVESTIGATE THE POSSIBILITY OF AMENDING
ARTICLE I, SECTION 1-2, OF THE HAWAI'I COUNTY CHARTER
RE: COMMITTEE REPORT AND FINDINGS
The Ad Hoc Committee formed to investigate the possibility of amending Article I,
Section 1-2, of the Hawai'i County Charter met in Hilo on Friday, July 17, 2009. The
meeting was attended by Chairperson Jamae K. K. Kawauchi, members Alapaki Nahale-a
and Edmund W.K. Haitsuka, and Commission Attorney Levi K. Hookano.
The Committee discussed and considered, among other things, the memorandum from
the Commissioner's attorney dated April 16, 2009 (Communication No. 8) and the
testimony and submission from Mr. Patrick Kahawaiola'a. The Committee determined
that despite a need to define the jurisdictional limits and authority over certain areas of
the County of Hawai'i, such as Hawaiian Home Lands and the National Parks, it would
be more proper to seek such definition from the state and federal governments. The
Committee therefore proposes no revisions to Article I, Section 1-2, of the Hawai'i
County Charter.
