Brilhante Deputy Corporation Counsel RE: Office of Mayor’s Proposed County of Hawai‘i’s Charter Amendments Transmitted herein is an additional proposed change to the County of Hawai‘i Charter proffered by the Administration. The change is being proposed for the following: In response to the ever-changing technological environment, the role and function of the Data Systems Department (Department”) has significantly changed. Today, the Department does much more than simply input and manage data. The Department is responsible for using technology to implement, maintain and improve computer networks, programs and software, resulting in a reliable and efficient flow of information throughout the County, which all County departments and agencies rely on to function daily. The proposed charter amendment would effectuate a name change to better reflect the Department’s present role and function within our County. CHAPTER [2] 11 [DATA SYSTEMS DEPARTMENT] DEPARTMENT OF INFORMATION TECHNOLOGY Section [5-2.1.] 6-11.1. Organization. There shall be a department of [data systems] information technology consisting of the director of [data systems] information technology and necessary staff. (1998, Ord. No. 98-17, sec. 2) Section [5-2.2.] 6-11.2. Appointment and Removal. The director of [data systems] information technology shall be appointed by the mayor, confirmed by the council and may be removed by the mayor. (1998, Ord. No. 98-17, sec. 2) Section [5-2.3.] 6-11.3. Qualifications. The director of [data systems] information technology shall have had a minimum of five years experience in the field of electronic data processing, telecommunications networking, and development, implementation and operation of business-oriented applications, at least three years of which shall have been in an administrative and managerial capacity in a computer system environment at least comparable to that of the county’s system. (1998, Ord. No. 98-17, sec.2) Section [5-2.4.] 6-11.4. Powers, Duties and Functions. The director of [data systems] information technology shall: (a) Operate the central data processing system, and coordinate and oversee the operations of departmental data processing systems, except for those systems maintained by the department of water supply. (b) Provide technical expertise in data processing and telecommunication to applicable departments and agencies of the county. (c) Assist in the development of management information. (d) Advise the mayor in matters relating to data processing and telecommunication. (e) Perform such other duties as may be required by law. (1998, Ord. No. 98-17, sec. 2.)
