Re: Formation of an Investigative Committee to Review all Proposed Charter
Amendments Approved at First Reading
Chair Haitsuka and Members of the Hawai‘i County Charter Commission,
Given the number of proposed charter amendments before the commission and
the limited amount of time the commission has to complete its work, I recommend the
commission form an investigative committee to review all proposed amendments
approved at first reading. Pursuant to Hawai‘i Revised Statues § 92-2.5(b)(1) the
investigative committee will be limited in scope and shall be composed of at least two
members but not more than would constitute a quorum of the commission. Upon the
completion of the ad hoc committee’s work, it shall be disbanded immediately. The
commission shall determine the method of appointing members.
It is suggested that the scope of this committee investigate and report on the
following matters:
Whether any proposals may be combined in a rationally related manner; and
Whether any recommended combinations may require amendments to make the
proposal more coherent.
Please keep in mind that these are only suggestions for the commission to
consider for the scope. If you have any questions regarding this matter, please do not
