RE: ADDITIONAL PUBLIC HEARINGS

Pursuant to Section 15-3 of the Hawai'i County Charter, the Hawai'i County Charter
Commission held public hearings in September and October of this year in each of the six
geographical areas required by the Charter. Proposed charter amendment nos. CA-1
through CA-9 were discussed at those hearings. Since the conclusion of the hearings, the
Charter Commission has proposed approximately 27 more charter amendments.
Although the Charter Commission has technically fulfilled its public hearing
requirements under the Charter, I believe that it would be in the best interest of the public
and the Charter Commission to hold additional public hearings to obtain testimony from
the public as to the proposed charter amendments which were introduced after the
previously conducted public hearings. I am therefore proposing that the Charter
Commission hold additional public hearings in the Hilo, Kona, Kohala and Ka'u districts
once all of the proposed charter amendments have passed first reading. As we have done
in the past, the Hilo and Kona meetings may be conducted in conjunction with our
regularly scheduled meetings and/or we can schedule two public hearings in separate
districts on the same day.
I understand that additional public hearings will require further time commitments from
each of the commissioners. However, I think that we would all agree that we have been
charged with a very important task and that we must all do whatever we can to make this
session of the Charter Commission as successful and meaningful as possible.
