RE: Charter Amendment Proposal CA-15 (Draft 2) & COMM 105
I am submitting these comments regarding the Charter Amendment Proposal CA-15 (Draft
2) and COMM 105 on your meeting agenda based upon my experience of serving on the
Hawai‘i County Public Access, Open Space, and Natural Resources Preservation
Commission since its inception in 2005.
I believe that the proposed CA-15 (Draft 2) language is too detailed in many areas
regarding the commission composition, duties & responsibilities, and acquisition process.
Some of this language is quite different then the existing language in the County Code.
Likewise, some of the proposed language seems to establish guidelines that might be
inflexible or impractical in the functions and operations of this commission.
Instead, I would concur with the proposed language submitted in COMM 105 to replace
the existing CA-15 (Draft 2). It would establish the Public Access, Open Space, and
Natural Resources Preservation Fund within the County Charter similar to other counties.
In addition, I concur that detailed functions and guidelines for this Commission should be
left in the County Code which would allow more flexibility in making changes based
upon changing circumstances.
These comments are my personal opinions on the matter based upon my experience as a
Hawai‘i County Public Access, Open Space, and Natural Resources Preservation
Commissioner for these past four years and are not intended to reflect the views of this
Commission.
