Dear Chairman Haitsuka and Commission Members:
RE: Comments Regarding Proposed Ballot Language for CA-12
Thank you for this opportunity to comment on the proposed ballot question for
CA-12 contained in Communication 256.4.
After reviewing the 2009-2010 Charter Commission Report to the County Council dated
April 13, 2010 and the subsequent oral amendment made on June 25, 2010, I suggest that
the ballot language for CA-12 as contained in Communication 256.4 be replaced with the
following:
Shall the charter of the County of Hawai`i be amended to (1) change the
number of signatures required for a charter amendment petition to 20% of the
total ballots cast in the last general election; (2) require signers of a charter
amendment petition to also provide the month and day of their birth and the last
four digits of their social security number; and (3) give the county clerk
additional time to verify such a petition?
Yours, very truly,
KENNETH G. GOODENOW
