the function of the department. and its seven divisions. .
In addition, I am requesting that the Commission consider the following:
1 . Section 6-2.2, amended to include the Deputy Chief Engineer or
Deputies as authorized.
2. •Section 10-14(c)(2), amended to read: "The aggregate amount shall
conform to that specified and provided by the Hawaii Revised
Statute."

I. DESCRIPTION OF DEPARTMENT'S ROLES AND DUTIES
A. Functions •
The Department of Public Works is , responsible for the continuous
performance of all matters relating to engineering; public and private
building construction and inspection ; public improvements ; sewer
construction and maintenance; solid waste disposal and landfill programs;
construction, inspection, and maintenance of public highways, bridges,
streets, and sidewalks; acquisitions of public and private properties for
public purposes ; design and maintenance of a system of traffic control
and devices; and all other public works projects, except for matters
relating to parks and recreation and water supply. Public Works is also
a key support agency for Civil Defense emergencies.

B. Major Goals- and Objectives •
•
o Implement a comprehensive Capital Improvements Program and Project
Listing.
o Maximize departmental revenues with effective fiscal management.
o Emphasize operational improvements in the following priorities.
1 . Solid Waste Management
2. Wastewater Maintenance Management -
3. H ghway Maintenance Management
4. Automotive Repairs and Management
o Encourage professionalism, productivity, and accountability at all
levels.

• Improve and encourage public responsiveness and effective public
contact.

II . DIVISIONS
A. Automotive Division
Activities:
a. The Automotive administration team consists of a Senior Account
Clerk, Account Clerk, and an Automotive Stores Clerk who are
supervised by the Division Chief. This section is responsible
for insuring that all costs of automotive equipment parts,
supplies, fuels, lubricants, and other related matters are
accounted for where the labor and repair costs to vehicles and
equipment are recorded for future evaluations.
b. Automotive Section
This group of employees which consist of five automotive
mechanics and one lubricant worker and a mechanic' s helper are
supervised by our Automotive Supervisor. These individuals are
responsible for the care and maintenance needs of approximately
425 vehicles and other various equipment in our fleet. These
duties are performed on a continuous basis in order to maintain a
safe and functional fleet. •

c. Construction Equipment Repair Section
The Construction Equipment Mechanics maintain all heavy equipment
from islandwide districts and divisions including the solid waste
equipment under the direction of the Construction Equipment
Repair Supervisor. The welding operations are headed and
supervised by this section, whereas. the welder is responsible for
all welding and fabrication work islandwide.
B. Building Division
Activities :
a. The Division is responsible for public building construction and
inspecting plans, specifications and applications for private
building and construction; plumbing, electrical and building
permits; and the enforcement of all County ordinances related to
building construction and inspection. The Division is also
responsible for the maintenance of all County facilities except
• for park facilities.
b. Janitorial Section
The section provides janitorial services at the County Building,
Schultz Siding, County Annex ( old Memorial Hospital ) and the West
Hawaii Services Center in Kailua and Captain Cook. It also
provides messenger and mail pick-up service for the County
Building. •

c. Design Section
The Design section plans, designs and prepares contractual plans
and specifications for County-owned buildings. This section also •
prepares documents for advertising and bidding and furnishes
inspections for the construction of structures. House numbers
are assigned by the section..
d. Repair and Maintenance Section
The section is responsible for the maintenance of structures
within the County system. The type of work performed by this
section ranges from changing light bulbs to constructing new
buildings. The section also assists the Department of Parks and
Recreation when called upon. The section also carries out a
repair and maintenance program on a continuous scheduled
systematic basis.
e. Code Enforcement Section
All Codes, 'Ordinances and Statutes relating to building
construction are enforced by this section. Other codes enforced
by the division are sign code, no-smoking code and outdoor
lighting code.

C. Engineering Division
Activities:
a. Administration and Land Acquisition.
( 1) Provides ` overall supervision, coordination, and
• administration of the Division' s four sections: land
surveying, design and investigation, construction
inspection, and land acquisition.
(2) Acquire all necessary land rights for County C . I .P. projects
and other public purposes.
(3) Research and determine County's ownership of road
responsibilities.
b. Land Survey
( 1 ) Conducts and furnishes land survey data and documents for
C.I .P. projects.
(2 ) Research and establish County right-of-way, involving
boundary disputes.
(3) Furnishes land survey documents for County lawsuits.

c. Design and Investigation
( 1 ) Designs and implements roads, bridges, and drainage
improvement C. I .P. projects.
(2) Reviews and approves subdivision construction plans.
(3) Supervises and coordinates mandatory bi-annual FHA bridge
inspection program.
(4) Reviews and recommends to Planning Department on various
land use applications, permits, studies, and Environmental
Impact Statements.
(5) Administers various regulatory permits within County
right-of-ways and grading activities.
d. Construction Inspection
. ( 1 ) Inspects County projects, except building construction, to
ensure quality control in accordance with contract documents.
(2) Inspects and approves subdivision construction.
(3) Inspects and approves various regulatory related
construction permits.
(4) Inspect and document inspection of County bridges.
• . D. Highway Maintenance Division
Activities:
a. Highway Maintenance : Responsible for maintaining the 998 miles
of county roads. Routine maintenance includes:
(1 ) Repairing and maintaining the pavement and shoulders.
(2) Mowing
(3) Tree and brush trimming •
(4) Maintaining highway appurtenances, such as culverts,
drywells, and guardrails.
(5) Litter pick up.
b. Flood Control Channel Maintenance : Maintain the County ' s flood
control channels.
c. Cemeteries : Maintains and issues plots in some of the County ' s
cemeteries.
d. Solid Waste assistance : Supports the Solid Waste program by
cleaning the transfer station areas and providing other support
as needed.
e. Civil Defense assistance : Supports Civil Defense during
emergencies to protect life and property and maintain/restore
life supporting services and facilities.

E . Solid Waste Division .
•
Activities:
a. Operate and maintain landfills in Hilo and Kona on a daily basis
from 6:30 am to 4:30 pm in Hilo and from 6:30 am to 4:00 pm in
Kona. Except for the disposal of hazardous wastes, landfill
operations include:
•
( 1 ) Landfilling to dispose of residential and commercial refuse.
(2) Landfilling to dispose of construction wastes.

agricultural Landfilling to dispose of organic and wastes.
(4) Maintenance of a storage area for derelict vehicles.
b. Operate and maintain 20 major and 1 local transfer station
islandwide which are open 24 hours/day every. day. Transfer
stations operate through a compactor trailer system which
includes:
( 1 ) Pick-up trucks which power the trailer compactor system.
(2) Truck tractors which haul the refuse trailers to a County
Landfill .
c. Planning and implementation Of the following :
( 1) Improvements to the existing waste disposal facilities.
(2) Improvements to existing waste disposal operations.
(3) New facilities and systems to accommodate changing needs.
F.. Traffic Division
The Traffic Division is responsible for all activities necessary to
install , operate and maintain street lights, traffic signals, traffic
signs and markings, and parking meters on the County of Hawaii ' s over
1 ,000 miles of roadways to provide the public with a safe County highway
system.
Activities:
a. Administration - provide overall management of the' division ' s
three operating functions in the administrative and technical
aspects of the various traffic programs. The administrative
aspects include budgeting, resolving complaints, maintaining
personnel and traffic records, obtaining federal funds , training
personnel and educating the users of County . highways. The
technical aspects included designing improvements, reviewing
• plans and specifications, inspecting projects, investigating
complaints, completing studies and reports, and recommending
improvements in the various operating functions.
b. Street Lights and Traffic Signals - install , operate and maintain
street lights and traffic signals and continue the design and
implementation of energy and fuel conservation programs.
c. Traffic Signs and Markings - install and maintain traffic control
signs and pavement markings.
d. Parking Meters - install , operate and maintain new and existing
parking meters, primarily in downtown Hilo, to provide proper
control of available parking spaces.
G. Wastewater Division
Activities :
•
a. Administration
( 1 ) Functions
( a) Administers and manages the County-wide wastewater
• programs and activities.
(b) Determine, developes and coordinates wastewater
projects and priorities.
b. Wastewater Treatment Plant Operation and Maintenance
( 1 ) Functions:
•
(a) Operates, maintains, repairs wastewater treatment,
sludge processing and disposal equipment to control and
process wastewater, sludge and effluent.
( b) Constructs, maintains and repairs sewer mains.
(c) Performs Specialized and complex chemical ,
bacteriological and physical tests analyses of raw,
partially treated and treated wastewater to determine
efficiency of plant process.
