We are hoping that the commissioners shall be innovative and creative in their review and recommendation of the County Charter, that which shall reflect a keen insight into the future of this county© We hope and pray, therefore, that every effort should be made to retain the finest minds to in, sure the best possible outcome. There is oneparticular item that I would personally ask the commissioners to examine, viz. , that which has to do with the presentsystemof electing council members by districts. It seems to me (as it does with others with whom I have spoken) that the present system is grossly unfair and perhaps operating without constitutional blessing„ I make reference to the °one-. man, one-vote° application. Somehow or other the commissioners must find the means whereby a more equitable way of selecting council members can be devised9 even to the point of reapportion- ment; New political lines could be drawn not too much unlike 1 that which governs the selection of people to the State House of Representatives.
