N®.-�-- NORTH and SOUTH HOHALA '> e e?f s_ fit WEST HAWAII COMMITTEE NORTH and SOUTH KONA r a a POST OFFICE BOX 1761 / KAILUA-KONA, HAWAII 96740 KAT Mr. Kimiski Sakata, Chairman, and Members of Hawaii County Charter Commission Dear Mr. Sakata: To you and members of your Committee, the West Hawaii Committee wish you success in the challenging task of reviewing and revising the present County of Hawaii Charter. The West Hawaii Committee has been studying the Hawaii County Charter since November. Most importantly, we feel that the overall objective of the Charter revision should be the return of control of the County Government to the people. After ten years of County Government under the 1968 Charter, it is obvious that the people have lost control and that "big government" has taken over. Some of the highlights of our concerns thus far have been focused on the following: 1. More equitable District representation on the County Coucil. 2. County Manager form of government for greater effectiveness and efficiency. 3. Electorate control of expenditures, 1property taxes and debt by limitations on each. 4. Re-evaluate present County Commissions. . .10 commissions by Charter, 7 by Ordinance. 5. Analysis of administrative functions leading to reduction of departments by consolidation. 6. Removal of present charter restrictions on Initiative and Referendum as applied to financial matters. There are numerous other items that should be discussed, and we would like to do this with you at an appropriate later date.
