It has, as another major function, the conducting of organized recreational activities. Senior citizens are provided, in addition to recreation, a nutrition service, a volunteer program and community service .employment. The State, traditionally, operates recreational areas which tend to preserve and enhance our natural resources. County, on the other hand, develops and operates facilities and programs for active recreation. In order to carry out these responsibilities, the department is organized into three (3) major divisions and seven (7) sections. The divisions consist of Parks Maintenance, Recreation, and Elderly Activities. The sections are Administration, Municipal Golf Course, County Band, Panaewa Zoo, Culture and Arts, Hoolulu Complex and Aquatics. The department operates and maintains about 140 facilities on 1,100 acres, including 50 neighborhood parks, 29 gymnasiums and recreation centers, 28 beach parks, 7 swim pools, a golf course, a zoo, an equestrian center, a drag strip, .25 AUI'UNI STREET • 11I10, HAWAII 96720 e TELEPHONE 961.-8311. COMM. NO.. 19 Charter Review Commission Page 2 February 5, 1979 and 3 cemeteries. In addition, the department has jurisdiction for 2. County bands, Culture and Arts, and Summer Fun program. There are 170 fulltime regular positions authorized. The Elderly Activi- ties Division employs 20 exempt fulltime positions. In addition, there are 64 part-time regular and 12 part-time exempt workers. The Hawaii County Band and Hamakua Band are staffed by 40 and 24, respectively. The Summer Fun program requires approximately 200 workers for a seven-week period. The current operating budget is $3,899,675. Approximately $500,000 of this amount is Federal program grants for certain senior citizen activities. A comprehensive user fee policy instituted a year ago provides about $250,000 in revenues to offset operating costs.
