HomeMy WebLinkAboutCOMM. 024 • IIP • • • THE DEPARTMENT OF PUBLIC WORKS The Hawaii County Department of Public Works was officially created by the Territory of Hawaii Legislature in 1943. Since January of 1969, we have • been working under the Charter form of government. This department, along with the Departments of Parks and Recreation and Fire, are directly under the Managing Director of the Executive Branch. The makeup of this department consists of the Chief Engineer, Deputy Chief Engineer, Private Secretary, the administrative personnel, and the following divisions and staff: • Bureau of Plans and Surveys (30) Bureau of Building Construction and Inspection (50) Bureau of Sewers and Sanitation (40) Bureau of Road Construction and Maintenance (140) • Division of Traffic Safety and Control (15) Division of Automotive Equipment and Motor Pool (20) All except the last are headed by registered professional engineers. Primarily the Department of Public Works is vested with the powers and duties by law, ordinances and rules and regulations to carry out these functions: All phases of public building, bridges, sewers and sanitation systems, solid waste disposal systems, highways, streets, roads, sidewalks, driveways , traffic signs and markings, traffic analysis and design, street light system, • traffic signal light system, public surveys and land matters, subdivision, drainage, land grading and flood control, improvement by assessment, public safety requirements, and the building, plumbing and electrical codes and miscellaneous code enforcements. There are four councils/boards under the supervision of this department. These are the Highway Safety Council, an advisory committee to the Mayor; '' the Board of Appeals acting on building, plumbing, and electrical code matters ; the Housing Advisory and Appeals Board to control substandard buildings; and the Grading Board of Appeal to,hear appeals on the grading ordinance. For your information, the Department of Public Works is comprised of six major divisions -- these being 1. Bureau of Road Construction and Maintenance This bureau is responsible for the construction, repair and maintenance of public roads, streets, highways, bridges, side- walks and curbs within the County of Hawaii other than those • under the State. This bureau also maintains rural rubbish dumps and rural cemeteries. L'J1 V. g :� • • 2. Bureau of Plans and Surveys This bureau is responsible for surveys, design, review and inspection of all aspects of civil engineering of subdivisions, drainage, roads, bridges, . flood control, land rights surveys , preparation of maps and descriptions and traffic engineering. • Exceptions include sewers and sanitation, buildings and water supply. 3. Bureau of Sewers and Sanitation • This bureau is responsible for the construction, plans, specifi- cations, inspection, development, operation and maintenance of the sewer system; operation and maintenance of sanitary landfills and . solid waste transfer stations; and billing for sewers. 4. Bureau of Building Construction and Inspection This bureau is responsible for construction, specifications, and inspection of all public buildings and bridges; inspection of plans, specifications and applications for private buildings , plumbing, electrical and sign permits; approval and granting of permits; collection of fees for permits; and repair and maintenance of all public buildings. 5. ,Division of Automotive Equipment and Motor Pool • All County vehicles, machinery and tools and maintenance of them, as well as parts, accessories, gas and lubrication are the respon- • sibility of this division. The Motor Pool stores and houses. County equipment, checks on usage and establishes a schedule of rates based on cost. • 6. Division of Traffic Safety and Control This division's functions and duties include design, installation and maintenance of traffic signal lights, street lights, parking . area lights; also the installation and maintenance of traffic signs, traffic markings and parking meter: The department is funded thru five separate fund source. These are: • 1. General Fund 2. Highway Fund 3. Motor Pool Revolving 4. Parking Meter 5. Sewer Total full time staffing amount to approximately 300 employees. I. Ay position is described as "Chief Engineer" in the present charter. All heads of Public Works Departments .in the other counties are called "Directors" as are other department heads in our County. For identification purposes and for consistancy, I suggest an amendment to correct .this discrepancy.
