the Charter Review Commission
My name is Barney•Menor, Deputy Managing Director. I
also serve as Coordinator of the Mass Transit Agency, the
subject of this review.
Ordinance 153, effective October 1, 1975, amended
Chapter 2, Article 5 of the Hawaii County Code, creating the
Mass Transportation Agency. The major points of that amend-
.
ment include:
1. The Transit Coordinator, exempt from civil service
law, shall be appointed and removed by the Mayor.
2. The Transit Coordinator shall be responsible for the
administration and operation of County Mass
Transportation.
With the above authorization, bus operations commenced
on December 15, 1975, as a demonstration project. The
project is currently under evaluation.
I believe that the Mass Transit Agency should maintain
its status as an independent agency, either as a part of
the Mayor's Office or apart, but reporting directly to the
Mayor's Office.
Any change or addition in the responsibilities of
.the Agency can be accomplished by ordinance within the frame-

OVERVIEW OF
MASS TRANSIT SYSTEM
The County Mass Transit System began operations on
December 15, 1975, with 15 new buses, purchased with 80%
Federal funds and 20% County matching funds.
Ridership in the first few months of operation was
18,000 passengers per month. The system which operates 14
routes, island-wide, now averages 36,000 passengers per month.
At the beginning, the Agency contracted its maintenance
and drivers from Laupahoehoe Transportation Company (LTC)
which submitted the winning bid. In December, 1977, the
County assumed the maintenance function while leaving the
drivers contract with LTC, an arrangement which is still
in effect. Three of the routes are serviced, by contract, by
three bus companies: Honokaa-Mauna Kea Beach Hotel (LTC
and Bragado Bus Co. ) and Kohala-Mauna Kea Beach Hotel (Ryusaki
Corp. ) .
The Mass Transit Agency is attached to the Mayor's
Office for administrative and budgeting purposes.
