Your Committee on Finance to which were referred :
Comm. 10$0: REQUEST FOR SPECIAL COUNSEL TO THE CHARTER COMMISSION
From Kimiaki Sakata, Chairman, Charter Commission,
dated March 6, 1979 informing the Commission finds
that the retention of independent legal counsel to
advise it and to provide services for legal research,
counselling and drafting of charter proposals is
essential to allow it to adequately fulfill its
duties in reviewing the County Charter and requests
-authorization to employ special counsel. Informs the
cost of special counsel can be covered by funds now
budgeted for the Commission's operations;
10$0.1: From Corporation Counsel Stephen G. Bess dated
• March 12, 1979 informing they concur with the Charter
Commission's request for appointment of special
counsel as the duties of the Commission make it
imperative that it preserve its independence from
any one agency of the County. While the services of ,1
his office are available for the Commission's use,
it is important that the Commission have legal
counsel available to advise and render legal services
for all proposals for changes to the County Charter
regardless of any position taken by their office ;
recommends, pursuant to Section 5-2.5 of tie County Charter, approval
of the request of the Charter Commission to employ special counsel.
